Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: Experience leading multi-year, enterprise-level research and development portfolios, to include aligning cross-agency programs with strategic goals, budget formulation, oversight reporting, and coordinating with internal and external stakeholders.

Major Duties
The Research and Development Management Division shapes aviation's future by enabling, coordinating and communicating research and establishing partnerships necessary to evolve the National Airspace System (NAS). The Research Portfolio Management Branch coordinates and manages key research and development processes and activities for the FAA's research and development portfolio including strategic planning and performance reporting, budget formulation, various program support activities including internal and external reviews, external coordination, and technology transfer. The Research Portfolio Management Branch coordinates with research stakeholders across the Agency to plan, communicate and report on research programs and performance, as required.
Responsible for managing the Research Portfolio Management Branch, ANG-E42 and provide oversight and procedures to support legislatively required products and other activities/efforts. Duties and responsibilities include, but are not limited to the following: Serves as a front line manager reporting directly to the Division Manager of the Research & Development Management Division, ANG-E4. Manages key activities and processes necessary to deliver legislatively required plans and reports on the Agency's research and development portfolio.
Serves as the secretariat to the Research Executive Board and coordinates with research stakeholders to collect the data to communicate the FAA R&D portfolio. Ensures RE&D budget submission artifacts align with research goals and objectives specified in the National Aviation Research Plan (NARP), Annual Review (AR) and the Annual Modal Research Plan (AMRP). Coordinates with the Division Manager on management of the Research, Engineering & Development Advisory Committee (REDAC) oversight process in accordance with Federal Advisory Committee Act (FACA) requirements.
Coordinates information exchange between the FAA and REDAC to ensure research program review findings and recommendations are addressed. Prepares, coordinates, and presents research program performance plans and reports to internal and external stakeholders as required. Develops and maintains research data repositories and access protocols to support public access policies.
Responds to ad hoc actions/special projects including but not limited to requests from the General Accounting Office (GAO), Office of Inspector General (OIG), Congress, Department of Transportation (DOT), Office of Secretary of Transportation (OST), and Office of Next Gen (ANG). Work includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate.
Conducts employee performance management responsibilities in accordance with FAA and government-wide policies and guidelines, to include completing required steps in the appraisal cycle. Provides appropriate levels of review/approval for administrative systems including procurement, travel, time and attendance, and training. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program.
Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.
