About This Position

This position is located in U.S. Department of Agriculture (USDA) Office of the Chief Information Officer (OCIO).

This position is a leadership role as Division Director of the Identity, Credential and Access Management Division (ICAMD) of the Cybersecurity & Privacy Operations Center (CPOC). Overseeing enterprise-wide cybersecurity functions, privacy, risk management, threat protection, and compliance to ensure the safety of USDA's food and agriculture mission.

Qualifications

BASIC REQUIREMENTS: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: At the GS-15 level: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 or equivalent to the GS-14, or its non-Federal equivalent which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience Overseeing coordinating operational support activities and managing the implementation and modernization of Identity, Credential, and Access Management (services), including identity governance and administration, authentication shared services, public key infrastructure, and credential management; experience formulating IT acquisition strategies, developing multi-year budget plans, and managing financial processes; and, experience leading the execution of Development, Security, and Operations (DevSecOps) and Agile software development lifecycle processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Major Duties

Directs administrative activities (such as budget, management analysis, or personnel) conducted throughout, or covering the operations of, the agency's headquarters or most of its field establishment.

Plan, assign, review and accept, amend or reject work done by teams and subordinates.

Assign performance ratings, approve awards and take performance-based corrective actions.

Identify, assess, and recommend cybersecurity or cybersecurity-enabled products for use within a system and ensure that recommended products are in compliance with organization's evaluation and validation requirements.

Lead the design, deployment, and management of Identity, Credential and Access Management (ICAM) solutions. Execute responsibility for the day-to-day operations of Identity, Credential and Access Management (ICAM) systems.

Develop and implement the strategic vision for ICAM within the Department, aligning it with Zero Trust architecture

Collaborate and work closely with senior stakeholders and component organizations to promote ICAM initiatives and ensure seamless integration across various platforms and applications.

Stay abreast of the latest industry trends and technologies in Identity, Credential and Access Management (ICAM) and Cybersecurity to effectively guide the organization.
