About This Position

This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of Information Technology (OIT), Business Innovation Services Department (BISD). This announcement may be used to fill similar positions within the corporation.

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-14 grade level in the Federal service or equivalent to the GS-14 grade level in the private sector.

Specialized experience is experience providing IT services and support to the enterprise, including IT business solutions driven by customer requirements; maintaining and safeguarding business and infrastructure systems; overseeing the acquisition of IT resources; and providing IT program management functions for IT business solutions or systems. This experience includes providing leadership, management, and technical guidance to IT Project/Product Managers and IT Specialists who plan, organize, direct, and control the delivery of operations and significant improvements to business solutions. Examples include: Guiding Agile and Continuous Integration/Continuous Delivery (CI/CD) application across enterprise programs to ensure rapid delivery, quality, and alignment with organizational strategy; managing major multi-year IT initiatives carried out through multiple related IT projects; leading IT Project/Product Managers, IT Specialists, or contractor teams; defining program scope, requirements, risks, resources, and deliverables; aligning IT programs with enterprise architecture, IT portfolio management, budget, security, and investment requirements; and presenting recommendations, business cases, or technical proposals to senior leaders and stakeholders.

Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Major Duties

The candidate selected for this position will: Manage one or more major multi-year IT initiatives of complex and large magnitude requiring the work to be carried out through multiple related IT projects. The IT Program Manager leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with agency statutory requirements, Corporate and IT Strategic Plans. Innovate and employ Agile practices to create, improve, and operationalize IT Products/Systems used by BISD's customers in performing their everyday work to fulfill PBGC's mission.

Lead IT Project/Product Managers and contractors to utilize Continuous Integration/Continuous Delivery (CI/CD) to leverage Enterprise platform to the fullest. Prepare and present proposals and position papers to key stakeholders (e.g., IT and Business Program and Project Managers, CIO Senior Leadership, CIO and CIO's peers) for technology direction concurrence.
