Police Officer (Motor Unit Officer)

This position will serve as a Motor Unit Officer within the Special Operations Division, Operational Services Bureau, providing Police Motor Unit Services, motorcades and escorts, high visibility directed patrol, traffic safety initiatives and enforcement programs, ceremonial functions, and support services for the U.S. Congress, U.S. Capitol Grounds, and all areas and responsibilities directed by the United States Capitol Police. Motor Unit Officers must be able to accommodate a short notice change in shift and/or tour of duty based on the operational needs of the motors. These changes in work hours are based upon the needs of Congress and USCP. The changes in shift and/or duty hours may be directed with little or no advance notice to officers. The operational needs of the motor unit may require reporting for duty at various times throughout the 24-hour day, as directed, to support the mission. Motor Unit Officers waive certain rights afforded to them by the CBA, in reference to change in tour of duty, short notice schedule changes, holidays, and qualified substitutes. Note: Multiple vacancies exist. The number of Motor Unit Officer positions will be determined by the needs of the Department. The selection list will be active for a period of one (1) year from the date of approval of the selection memorandum unless an applicant withdraws his/her application in writing. DUTIES As a Motor Unit Officer, you will: Serve as a police officer, providing police services to the congressional community, stakeholders, visitors, and citizens. Operate a Harley-Davidson Electra Glide Police model motorcycle (FLHTP) in all weather conditions, to support the needs of the Department. Perform various physically demanding tasks during training and while executing daily assignments. Provide motorcade support and planning for Members of Congress. Provide motor officer support for functions such as: special events, concerts, civil disturbance deployments, ceremonial events, funerals, and all other directed assignments. Enforce all laws, traffic rules and regulations, and special directives as they pertain to the jurisdiction and authority of the USCP. Participate in specialized enforcement programs such as Smooth Operator and Click-it-or-Ticket, identify target zones for specialized traffic enforcement, and develop initiatives to maintain safe roadways for the congressional community. Successfully complete Police Motor Instructor School and all other associated training when requested.

Must be a current USCP Officer below the rank of Sergeant and have attained the rank of Private with Training. Must have successfully completed your probationary period by the closing date of this announcement. Must possess and maintain a valid REAL ID U.S. driver's license with Motorcycle Endorsement. Must successfully complete all required training. Must maintain a high level of professionalism, appearance, and conduct. Must work flexible hours to support short notice congressional duties, waiving certain provisions provided by the CBA as it pertains to, but not limited to; notifications for change in work hours, drafts, and qualified substitutes.

There is no education substitution for experience in this series and/or grade.

The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification – The OHR will conduct an eligibility factor review as outlined in this vacancy announcement. In consultation with the OHR, a review of all candidates’ unscheduled leave will be conducted by an appointed assessment panel. Phase II: KSA Self-Assessment and Resume – Knowledge, Skills and Abilities (KSAs) and resume will be evaluated by an appointed assessment panel. Phase III: Basic Riding Proficiency Evaluation – Candidates that have met the Initial Qualifications will be scored on their ability to safely operate the FLHTP Motorcycle under basic conditions. This is explained under next steps. Phase IV: Structured Interview - Candidates will be scheduled for an oral interview. Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. Prior to making their selection, the selecting official will review any available Department documents, to include application documents, and each candidate’s complete career disciplinary record, and results of selection process phases, and may, at their discretion, conduct interviews with all recommended candidates, if necessary. The selecting official may, at their discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters as identified by the Office of Professional Responsibility. All aspects of the process are subject to the Department's legal review. All final recommendations are subject to final approval of the Chief of Police.
