About This Position
Joining the Secret Service, Office of Human Resources, Benefits and Payroll Division, Payroll Operations Branch will allow you to lead a team responsible for compensation administration, personnel action processing, policy development and implementation, and advising stakeholders on matters related to pay administration. Qualifications
To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-13 level (starting salary $121,785.00) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: Processing a variety of compensation actions such as personnel pay requests, and time and attendance. Advising stakeholders on federal laws, regulations, policies, and procedures governing compensation or payroll programs and functions. Conducting research to resolve matters related to pay-setting, compensation discrepancies, and/or corrective actions. Assisting with developing payroll policies, reference guides, or standard operating procedures to support payroll operation. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. The qualification requirements listed above must be met by the closing date of this announcement. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Major Duties
The selectee will serve as a Lead Human Resources Specialist (Compensation) in the Office of Human Resources, Benefits and Payroll Division. Typical work assignments include: Providing advice and assistance on the use of systems related to payroll processing and administration issues by interpreting and applying applicable laws, regulations, executive orders, policies and decisions. Providing training on HRConnect, National Finance Center (NCF) system databases, and the GovTA system for other Human Resources Divisions. Advising the workforce on payroll and personnel-related procedures, policies, directives, etc., and consulting with and explaining a variety of pay and benefits to the workforce. Issuing work assignments and instructions to junior HR Specialists for correcting payroll data and reconciling errors; organizing existing and new payroll data; applying data to existing payroll procedures; tracking, distributing, and updating data to complete quality control review; and creating new shortcuts and/or simplifying outdated procedures for efficiency. Providing recommendations orally and in writing to senior-level management to gain acceptance of recommendations and analytics by advising management on the implications and feasibility of recommended proposals, inferences and alternatives.
