Information Technology Program Manager
About This Position
The Executive Office for United States Attorneys, Office of the Chief Information Officer delivers efficient, effective, and secure IT solutions and services in support of the United States Attorneys' Offices and their mission. The OCIO is responsible for all United States Attorneys' information technology (IT) operations throughout the 94 United States Attorney Offices (USAOs) throughout the United States, Puerto Rico, the Virgin Islands, Guam, and the Northern Mariana Islands.
Qualifications
In order to qualify for this position, you must meet the specialized experience requirement and basic requirement.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience: Applicants must have at least one full year of specialized experience equivalent to the GS-13 in federal service diagnosing and resolving problems in response to customer reported incidents; providing feedback on problematic trends and patterns in customer support requirements; optimizing data center, network operations center and telecommunication infrastructure; AND provide technical guidance to management on the operations and/or management of the mission critical data center and network/telecommunication infrastructure operations. AND
In addition to experience, you must demonstrate the four competencies. Basic Requirement for All Applicants: Information Technology (IT)-related experience, obtained through paid or unpaid experience and/or completion of specific, intensive training, demonstrating each of the following competences: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Maintains high standards of accuracy in system configurations and protocols to ensure operational uptime and regulatory compliance.
Focuses on thorough documentation and precise execution to mitigate technical risks. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Communicates technical information clearly to both expert and non-technical audiences, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies and resolves systemic issues within large-scale IT infrastructures and software environments. Evaluates emerging technologies and performance metrics to recommend innovative, cost-effective strategies for enhancing service delivery and securing critical government data. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.

Major Duties
If selected for this position, you will join a well-respected team that is responsible for supporting and managing the United States Attorneys Enterprise. The successful candidate will be customer-focused, responsive, reliable, and detail-oriented with solid managerial, communication, and problem-solving skills. Duties will include: - Serve as a technical lead in managing the engineering, operations, and maintenance of a variety of enterprise systems and projects which can include IT hardware, software, account management, and LAN/WAN infrastructure. - Will be the subject matter expert in enterprise infrastructure with responsibility for evaluating, designing, implementing, and sustaining IT enterprise operations and systems. - Meet with technical staff and other federal agencies to address current or potential problems, to coordinate technical implementation plans and schedules and to obtain information on the latest hardware and software solutions. - Design, deploy, and manage software defined networks and zero trust architecture in virtualization and cloud service environments. - Perform network analysis on network traffic throughout the agency to include analyzing data communication traffic volumes, network bandwidth capacity, peak loading spikes, and the overall effect any modifications will have to internal data networks. - Provides centralized, enterprise-wide coordination, management, and policy development for major IT program initiatives and integrates program operations, initiatives, and projects with other functional areas, organizations, and programs to address critical mission needs. - Serves as a Contractors Officers Representative (COR) on assigned program area contracts.
