Qualifications
This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC C: NG Employees of the Pennsylvania National Guard *NOTE: Accessioning into this position is contingent upon verification of Tier 1 Security Clearance. Supervisor for this position is Mr. Dohner GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. Must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience in providing advisory services to management, promote the efficiency of the service, train supervisors how to remedy employee deficiencies using both formal and informal methodologies, while simultaneously establishing a constructive workforce. Experience recommending minor modifications to proposed labor management agreements. Experience explaining rules and procedures to employees and managers in order to help them understand the grievance process, appeal rights, and responsibilities. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Major Duties
As a Human Resources Specialist (Labor Relations), GS-0201-11, you will advise management and employees on labor laws, rules, and regulations regarding labor issues that are sensitive, critical, or controversial in nature. Monitor the lifecycle of the collective bargaining agreement. Utilize legal research methods, information gathering techniques, and applies a variety of HR case law, principles, practices, and regulations obtained from the Supreme Court, Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), Federal Service Impasses Panel (FSIP), and/or the Office of Special Council (OSC) to management in order to support State policy and decisions. Provide in-person guidance, training, and advisory services thru Site Assistance Visits (SAV) for the local organization. Perform other duties as assigned.
