About This Position

The purpose of the position is to provide advice and assistance to applicants and potential applicants. to assist in in-processing of new employees, and to provide a full range of support assignments for the Regional Human Resources Office and Staff. Position requires use of' office automation systems to prepare routine documents- reports, paying bills. and correspondence. Utilizes word processing equipment in the completion of assignments.

Qualifications

A qualified candidate must possess: Knowledge and skill in applying a standardized body of Human Resource rules, regulations, procedures and operations concerning civilian personnel procedures, requirements and terminology to provide support to management as well as current and/or potential employees.

A minimum of 1 year experience at a lower level is required. 2 or more years of experience in Human Resources is preferred. Must have knowledge of basic office filing procedures. Able to read and interpret basic human resource policies, process charts, operating manuals and instructions to successfully complete day to day operations within the HR office.

Must be able to make decisions, resolve problems, find and correct discrepancies based on the interpretation of HR polices and instructions. Must be proficient with computers, have the ability to run basic reports, keep word documents, and/or spreadsheets to assist with tracking HR functions when necessary. Must be able to speak clearly to explain processes and/or procedures to internal customers and external customers.

Major Duties

As the first point of contact in the Regional Human Resources Office, position serves as the initial screening point for telephonic and personal inquiries related to federal employment, current recruitment activity: and all other matters as well as complete Functions of the office. Tactfully obtains information about purpose of call or visit, determines if matter can be handled personally, referred to another individual, or if it requires supervisor's attention. Exercises discretion in determining whether visitor or caller is entitled to receive requested information.

Utilizes knowledge of numerous local, CNIC. and DON policies and procedures to provide information on regulatory requirements to employees and members of the public who have little or no knowledge of the Federal personnel system. Performs miscellaneous clerical work such as receiving and logging al) SF-52 For the Hampton Roads area. print and date stamps received. creates Vacancy Case Folder for refrainment actions or pulls OPF for other actions and distributes to the proper team. Upon completion of vacancy e audits Vacancy Case Folder to ensure everything is in the folder.

Sets up and maintains databases, spreadsheets and centralized files. Maintains files consisting of reports, letters, notices and instructions. Screens and purges files as needed to remove obsolete or irrelevant material.

Inputs time into Kronos for all Hampton Roads Human Resources Staff and provides documentation to either the Deputy Director or Director to sign and approve. Ensures all leave slips are provided for the pay period and attached to time and attendance record. Processes Requests for Personnel Actions (SF-52s).

Ensures supporting documents are complete and attached to SF-52 (e.g. job descriptions, set of duties, etc.). Establishes and/or maintains OPFs. including consolidation with prior service records. Obtains original OPF from records center or other activity as required.

Prepares pre-employment packets of forms and documents needed to in-process nee employees. Assists in explaining and reviewing information from candidates. Assists in or presents employment information briefings to potential candidates.

Answers inquiries regarding such matters as the status of recruitment, kinds of' vacancies in the Knowledge of office file arrangement and the propose and content of documents in the files including OPFs. the ability to file and retrieve information and maintain suspense records in accordance with office filing procedures.
