About This Position
Human Resources Service Center (HRSC), Office of the Chief Human Capital Officer (OCHCO) is seeking VA employees at the GS-12 grade level to support the current Reasonable Accommodations program at VA Central Office (VACO). Temporary promotions are not authorized. Applicants must submit their current supervisor's approval to be considered for this detail. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. You may qualify based on your experience and/or education as described below: GS-12 Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience was gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Coordinating with other areas of HR, including Retirement and Workers Compensation to ensure that the employee is advised of their rights under the benefit programs which may be appropriate to them; Providing managers with information on RA and needs assessments for applicants and employees with disabilities; Tracking and reporting on all RA request packages and the disposition of those requests by assisting management in completing required forms and checklists; Analyzing regulations to develop operating procedures or processes for the RA program. OR, Criteria 2- Specialized Experience: I possess at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience was gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Researching best practices in RA and staying abreast of changes, modifications, and revisions to laws, regulations, and policies pertaining to the Rehabilitation Act of 1973, the Americans with Disabilities Act (ADA) of 1990, and the Americans with Disabilities Amendments Act (ADAAA) of 2008; Assisting management in determining whether the requested accommodation poses an undue hardship to the agency; Developing and delivering briefings status/ staff reports, and correspondence to management to foster understanding of RA. You will be rated on the following Competencies for this position: Information Assurance Interpersonal Skills Planning and Evaluating Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special exertion is required, The work is primarily performs while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites.
Major Duties
Please note, this is not a remote position. For this detail opportunity an agency worksite is required. VA employees with a worksite in Washington, DC are preferred, however consideration will be given to highly qualified applicants with worksites at other VA locations. HRSC is seeking high performers who are creative, customer centric, detail oriented, results focused, analytical, and possess technical HR expertise to join the dynamic team for a detail assignment not to exceed 120 days. This detail provides professional development opportunities to enhance HR knowledge, skills, and abilities. Major duties include, but are not limited to the following: Managing RA cases beginning-to-end and ensuring compliance with statutory and policy timelines Assisting managers in determining the essential duties of a position and identifying barriers and possible modifications Consulting with the individual to determine how the disability limits the job functions and whether such limitations can be overcome by accommodations Creating and maintaining a system of records separate from the employee's personnel files for all requests for accommodation Creating and routing official forms documenting the decisions on requests for accommodation to the appropriate designated management official Providing written notice to the employee/ applicant, immediate supervisor, and Service Chief regarding all requests for accommodation Facilitating and documenting interactive discussions in accordance with regulatory guidelines Maintaining confidentiality and modeling best practices for safeguarding medical information Coordinating with other areas of Human Resources, including Retirement and Workers Compensation to ensure that the employee is advised of their rights under the benefit programs which may be appropriate to them Providing managers with information on RA and needs assessments for applicants and employees with disabilities Tracking and reporting on all requests for accommodation packages and the disposition of those request by assisting management in completing required forms and checklists Analyzing regulations to develop operating procedures or processes for the RA program.
