About This Position

The incumbent is mainly responsible for overseeing and managing the daily field operations and activities of the Office of Hazardous Materials Safety (OHMS). They assist the Associate Administrator with high-level program planning and administration related to OHMS's field operations, mission, and program. Additionally, the incumbent plays an active role in developing and implementing long-range plans and programs.

TQ 1. Demonstrate executive experience leading government, international, and public office safety programs, while partnering with Federal, State, and/or local organizations, or associations to advance hazardous materials safety initiatives. TQ 2.

Demonstrate advanced knowledge of hazardous materials operations, integrity, and safety programs. EXECUTIVE CORE QUALIFICATIONS (ECQs):

In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Major Duties

The Deputy Associate Administrator for Field Operations: Maintains a close, collaborative relationship with the Deputy Associate Administrator for Policy and Programs to effectively integrate all hazardous materials transportation safety initiatives, programs, and responsibilities under the purview of OHMS, the Pipeline and Hazardous Materials Safety Administration (PHMSA), and the Department of Transportation. This role involves managing the daily interface of hazardous materials safety and environmental programs within established operating parameters. It includes developing strategic and annual plans, identifying initiatives, and setting strategic goals.

The position requires identifying problems related to hazmat safety, environmental issues, and emergency response, and recommending innovative regulatory and nonregulatory solutions to address these concerns. The role also includes overseeing all international inspection, fitness, and investigation activities related to hazardous materials safety. The program is responsible for enforcing hazardous materials safety policies, taking administrative actions, and participating in legal proceedings.
