Management and Program Analyst
About This Position
This position is located in the Air Traffic Organization's Western Service Center. The incumbent is a Senior Analyst to the Team Manager and applies experience and expert knowledge of ATO programs, along with knowledge of analytical and investigative techniques, to analyze operational challenges, assess planned and potential new solutions, and recommend solutions.
Qualifications
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience will include: Extensive skill in analyzing data and trends, identifying policy considerations and solutions, project management skills, coordinating or managing projects across organizational lines to manage programs and/or projects.

Major Duties
Incumbent applies experience and expert knowledge of the administrative and operational aspects of the Resource Management Group; serving as a confidential integrator to a Team Manager in resource support of the Resource Management Group (RMG) in all aspects of program responsibilities; conducts program studies, potential bargaining unit impacts/issues/resolution, operating practices, or procedures with a view toward their acceptability within the organizational plans. Identifies problems and devises appropriate courses of action acceptable to management officials, and assures effective follow-through within program responsibilities to accomplish desired improvements. Coordinates and provides support and advice for multiple projects and programs.
Incumbent creates and maintains channels of communication by interfacing with key stakeholders and a wide range of other external groups. Explains, advocates, and expresses information and ideas in a convincing manner to negotiate with groups individuals internal and external to the Service Center. Develops an expansive professional network with other organizations and identifies the internal and external issues that impact the work of the Resource Support Team.
Incumbent performs a variety of special and/or sensitive assignments independently or with the Team Manager; involving research, analysis, and development of written materials, and coordination of substantive program issues and activities. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns.
May create new solutions and policy interpretations as situations require. Incumbent applies knowledge of FAA policies and objectives to identify, define, and organize work for multiple work activities. Serves as an advisor within assigned program area.
Provides advice, counsel and instruction on work matters. Identifies potential issues and proposes recommendations for preventive action. Ensures that activities are efficiently carried out and that program objectives are being effectively accomplished.
Assures uniformity and consistency of performance by the Service Center and adherence to national policies. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues.
Works with senior management to identify and resolve problems. Incumbent prepares and presents briefings to representatives within the FAA. Provides expertise in representing the FAA at meetings and seminars.
Performs work independently, resolving potentially controversial or sensitive issues. Results of work performed are considered authoritative and conclusions and recommendations are rarely reviewed, only to ensure compliance and fulfillment of program objectives. Applies considerable discretion to develop new and innovative approaches.
Final work is subject to review by Team Manager with an emphasis on quality results and compatibility with national goals and program objectives.
