Budget Analyst - DH (SME)
About This Position
This position is in the office of the Assistant Secretary for Budget and Programs/Chief Financial Office or one of its subcomponent organizations and will serve as a Budget Analyst.
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in budget formulation and execution; reviewing, analyzing, revising, recommending approval and disapproval, modification of budget requests and justifications. Experience in providing advice on budgetary implications of policy and legislative proposals; developing, justifying, and presenting budget estimates to support goals.
Experience in preparing budget documents, summaries, reports, and identifying and analyzing alternative budgetary and program actions. To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in preparing, justifying, and administering a program budgets, overseeing, and monitoring expenditures, and Serving as senior analyst by reviewing and evaluating fund requirements. Experience with analyzing and evaluating changes in program plans and funding, and their effect on financial and budget program milestones.
Experience in providing informed interpretations of appropriations law based on precedent and available opinions, drafts and tracks formal requests (AND) experience projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of program objectives, by analyzing and evaluating program budget request to ensure accuracy and completeness. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
- Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and funds.
- Reasoning - Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Major Duties
The Budget Analyst: Reviews, analyzes, and interprets existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins and provides expert advice and recommendations for budgetary actions t0senior level management officials and others. Formulates budget estimates for multi-year programs and tracks progress of Departmental and/or Operating Administration appropriations through Congress. Assists in justification of budget before OMB staff and acts as liaison between OMB staff and Departmental and/or Operating Administration budget offices and develops cost-benefit analysis of proposed budgetary and program actions and advises Department officials and program managers of most advantageous courses of action.
Monitors compliance with budget operational policies; recommends changes as required. Identifies operational trends of budget and financial activities for issue resolution and provides recommended courses of action to reverse unfavorable trends. Ensures adequate internal control of systems are developed and operative so that Government resources are efficiently and effectively managed.
Identifies and develops risk management plans and executes mitigation/remediation actions.
