Transportation Financial Specialist
About This Position
This position is in the Central Federal Lands Highway Division (CFLHD) and serves as a Financial Specialist with the responsibility for monitoring, coordinating, maintaining and analysis of various activities within the financial section. This includes fund reconciliation; preparation of multiple financial reports; developing solutions to complex problems; protecting the integrity of the financial systems and technical resource on FHWA rules and regulations.
Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience conducting financial management oversight and accountability AND Experience preparing general ledger reports, completing monthly reconciliation activities and completing a thorough analysis; AND Experience providing technical advice on cost accounting and billing procedures such as developing procedures and/or proposing policies. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Accounting Operations : Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability.
Control of Funds: Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and singleyear appropriations). Planning & Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.

Major Duties
As a Transportation Finance Specialist, you will: Work with the Lead Financial Manager to implement and conduct financial management system reviews and evaluations of the financial management program. Delegated Alternate Fund Certifying Officer. Provide fund oversight and accountability for several appropriations from program development to final execution and closeout.
Serve as a technical resource on FHWA procedures and guidance on Federal Laws, regulations, Executive Orders, and directives related to finance considerations applicable to the Federal Lands Highway Program (FLHP). Collect, review, and analyze financial data from the official accounting system. Prepare various reports, analyses and other technical materials for review by the Financial Manager and other CFL Leadership.
Promote teamwork and the exchange of ideas between FHWA and State local government in the conduct of the Financial Integrity Review and Evaluation (FIRE) program. Serve as a technical advisor for FHWA division personnel on various phases of auditing. The ideal candidate for this position possesses knowledge of various accounting theories and other financial regulations, practices, and procedures to successfully manage fund oversight and accountability for multiple appropriations, overseeing the process from program development through final execution and closeout.
They should be adept at performing financial management system reviews and evaluations, providing technical advice on various phases of auditing, and serving as a technical advisor to division personnel. We seek a professional that is detail-oriented and capable of analyzing financial processes and documentation. Communication skills, both orally and in writing, and expertise in handling specialized, complex financial functions are highly desired.

PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
