Qualifications
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard MINIMUM EXPERIENCE REQUIREMENTS: Applicant's demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE REQUIREMENTS: 1-year specialized experience equivalent to at least the next lower grade.
Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies.
Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events. CONDITIONS OF EMPLOYMENT & NOTES: 1.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- May occasionally be required to work other than normal duty hours; overtime may be required.
Major Duties
This position is located in the Joint Force Headquarters (JFHQ) Army National Guard (ARNG) Deputy Chief of Staff (DCS) for Operations G3/5/7 Directorate. This is an Army National Guard dual status technician position that requires military membership, compatible military skill assignment and classification. The purpose of this position is to function as the senior NCO within the operations and training area.
Under the direction of the Training Officer this position oversees and ensures the accomplishment of work performed in the areas of operations and training management. Involves nonprofessional work of a technical, specialized, or support nature in the field of education and training when the work requires knowledge of program objectives, policies, procedures, or pertinent regulatory requirements affecting the education or training activity. Work includes education and training tasks for maintenance, operations, and support training; education services; curriculum development; and instructor activities.
Work includes developing, delivering, and evaluating education and training programs and classroom activities.

Substitution of Education for Specialized Experience - Master's (or equivalent graduate degree such as LL.B.
OR
J.D. as specified in qualification standards or individual occupational requirements) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position, or 2 academic years of progressively higher-level graduate education in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position.
