About This Position

The primary purpose of this position is to provide timely Personal Property Management, contract quality assurance, Personal Property Inspector, Passenger Movement services and support to Patrick and Cape Canaveral Air Force installation's groups, squadrons, tenant units, contractors and other authorized entities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR General Experience (for GS-5 positions): Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations. Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. OR Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include applying knowledge of the full range of transportation policies, practices, and techniques to include knowledge of personal property movement, personal property entitlements, carrier industry practices, international, state and local laws, and operations for shipping and storage within the transportation function; applying knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; applying knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: A four year course of study leading to a bachelor's degree related to the position. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of transportation policies, practices, and techniques to include knowledge of personal property movement, personal property entitlements, carrier industry practices, international, state and local laws, and operations for shipping and storage within the transportation function. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field. OTHER SIGNIFICANT FACTS: Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties. May be required to travel by military or commercial aircraft in the performance of TDY assignments. May be required to participate in contingency situations, real word and exercises, as directed. May be required to assist in other work sections as directed by management. Performs additional or other assigned duties as required. The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties

Independently plans, organizes, monitors, and analyzes the activities of the Personal Property Office ensuring compliance with legal and regulatory requirements to meet transportation requirement. Acts as a technical advisor implementing transportation management plans, programs, policies, procedures, transportation management systems, and techniques incident to the worldwide shipment and storage of household goods. Represents Personal Property element with a variety of installation and functional area organizations and counsels members regarding policies and procedures for the proper preparation of personal property for shipment and/or storage, including specialized items, to domestic and overseas locations. Passenger movement program administration and serves as Quality Assurance Evaluator (QAE) providing quality control monitoring services to ensure that the Commercial Ticket Office contractor is in compliance with contract terms.
