THIS IS AN AIR FORCE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 IT SPECIALIST (NETWORK) (MI 217th), Position Description Number NGD1935000 and NGD1560P01 and is part of the MI 217 AOG, Michigan Air National Guard.
Qualifications

Military Grades: E4-E7 SPECIALIZED EXPERIENCE: GS-9 Experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS-11 Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
Major Duties
***THIS IS A TITLE 32 NATIONAL GUARD POISITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located at an in the Air National Guard (ANG), Component Numbered Air Force (cNAF), Air Operations Group (AOG), Air Communications Squadron (ACOMS). The purpose of the position is to maintain detailed technical knowledge and provide technical and analytical guidance and support for the design of various networks that interconnect tactical sites through a variety of transmission media, considering the needs of requesting agencies, tactics and doctrine. The primary knowledge requirements of the position are information transmission technology, information processing methodology, information technology, computer capabilities, processing techniques, and information security techniques in a multiple interactive operating system environment within the Air Operations Group, Tenants and geographically separated units (GSU) if assigned. Due to the unique mission of the cNAF, this PD cannot be used in any other organization. GS-11 Designs and engineers data and voice networks carried over various transmission systems such as cable systems, fiber optic as well as copper. Engineers and designs router-to-router connections utilizing military and commercial protocols, circuit configurations through military and commercial multiplexers. Develops plans for employment of communications systems to support in-garrison and deployed operations. Plans and designs Wide Area Networks (WANs) consisting of Commercial Off the Shelf (COTS) and Military Specification (MILSPEC) components to operate IAW accepted Information Technology (IT) security policies using automated network planning tools. Utilizes a broad knowledge of IT concepts, principles, methods and practices to (a) provide network services that support a requesting agency's requirements; (b) relate agency requirements to existing technology, policies, priorities, systems capabilities, technology and services, operating practices and procedures, terms/conditions of systems and service contracts, equipment and staffing requirements, costs and funding, and other supporting services required; and (c) identify, direct, and coordinate the actions required to provide needed services. Coordinates frequency assignments with local Spectrum Managers. Determines requirements and requests resources from different agencies to support contingency and/or training networks. Coordinates with using agencies on Internet Protocol (IP) addressing, area codes, and telephone numbering. Contacts, as required, Defense Information Systems Agency (DISA), Major Commands (MAJCOMs), or other agencies to coordinate operations. Creates and disseminates Virtual Private Network Requests and other formal requests. Identifies and corrects network and transmission deficiencies in planned or currently operational networks. Provides guidance and direction pertaining to AOC communications equipment/systems and the operating characteristics of communications equipment, services, and systems. Determines operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems. Coordinates and conducts operational tests and evaluations of designed networks to optimize capabilities. Develops short and long range planning procedures to meet mission requirements. Develops procedures to ensure optimal use of MILSPEC and COTS equipment and reporting procedures. Interprets and applies joint standards when designing data, voice, and transmission networks and/or systems to meet mission objectives. Develops training programs involving the standardization, control, and/or guidance of communications programs. Plans, develops and administers operations. Performs duties associated with mobilization readiness of section personnel and equipment. Serves as the central focal point for all Time Compliance Network Orders (TCNO) system vulnerability alerts. Ensures, local functional system administrators (FSA's), Client Support Administrators (CSA's) and users, comply with security procedures, and identified vulnerabilities are corrected. Education
You must meet the following Education requirement to qualify for education in lieu of specialized experience for this position: GS-11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
