About This Position

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TELECOMMUNICATIONS SPECIALIST (SPECTRUM), Position Description Number D1587P01 and is part of the PA Deputy Chief of Staff G6, National Guard. 1 or more Position(s) may be hired against this Announcement.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the facility office and location specified AOC 2: NG Employees in the Directorate/Wing specified AOC 3: NG Employees of the PANG AOC 4: All Service Members of the PANG. This includes M-Day Soldiers, DSG Airmen, Temporary Technicians, and AGR personnel.

Military Grades: OFFICER O1-O5 WARRANT OFFICER WO1-CW5 ENLISTED E1-E9 Supervisor for this position is LTC Phillips *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE - All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE - Application must indicate at least 36 months experience managing the frequency spectrum, radio, secure communications, and communications security (COMSEC) programs of the state National Guard. Must have skills and working knowledge of acquisitions, operations, technical acceptance, installation, testing, modification, and replacement of analog and digital telecommunications equipment, services, and systems. Must have skills and knowledge of a wide range of communications concepts, principles and practices, such as, HF and VHF radio transmissions; Satellite communications; and Secure Telephone Unit requirements.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

Major Duties

As a TELECOMMUNICATIONS SPECIALIST (SPECTRUM), GS-0391-11 you will develop and manage the command spectrum management program, which includes all aspects of bandwidth spectrum management. Plan for an organized and documented scheme that identifies the specific spectrum resources required for a military operation (such as a contingency operation or field training exercise) or to operate a telecommunications system (such as a Satellite Communications system). Monitor preventive maintenance programs for all expeditionary and operations (tactical/COTS) equipment assigned to the HQ, maintaining appropriate documentation in accordance with military regulations/publications to record performed maintenance and schedules.

Maintain and oversee frequency management and allocation of spectrum resources as needed. Perform other duties as assigned.

Education

Army National Guard Captain through Lieutenant Colonel Applicants for the Series GS-0391-11 ARNG Positions: An undergraduate degree from an accredited college/university is mandatory. Army National Guard Second Lieutenant and First Lieutenant Applicants for the Series GS-0391-11 ARNG Positions: Must provide accredited college transcripts that validate active enrollment in an undergraduate degree program with at least 90 verified semester credit hours in a specified program completed and passed.

Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period.

Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
