Examples of specialized experience includes: Evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; as well as comprehending radio frequencies and network functional relationships of component parts of communications systems and related processes; utilizing radio frequencies, Land Mobile Radios (LMR), and cellular telephone resources to develop appropriate policies, procedures, equipment types, and management principles; and conducting in-depth analyses and resolution of complex organizational problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of DOD communications systems as they relate to the utilization of the radio frequency spectrum. Demonstrated knowledge of other telecommunications specialties to permit effective decision making and application of national spectrum management policies and programs. This knowledge aids in the planning and allocation of the frequency spectrum among DoD, USAF, AETC and other users. Experience and competence in the interpretation of higher headquarters management policy and procedures pertinent to frequency allocation and assignment. Must be able to implement such guidance for every proposed and fielded telecommunications systems using the radio frequency spectrum. This background is essential in all decision-making processes involving current and long-range spectrum management support. Extensive knowledge of DOD, USAF, and AETC communications policy and doctrine. Uses comprehensive knowledge of policy requirements to function as an AETC technical authority on frequency management support for telecommunications systems. Must apply new theories, concepts, and standards when established systems and support requirements cannot be satisfied by conventional means. This knowledge is essential in carrying out the vital decision making role related to frequency management. Broad knowledge of DOD, Air Force, and AETC frequency management policy and procedures. Frequency management experience at the HQ USAF or MAJCOM level is highly desirable. Understanding/experience of government and military coordination and negotiation procedures. Experience in making decisions and implementing policies in competitive and complex situations with multi-agency groups. This knowledge aids in the development of accurate and persuasive discussion and correspondence supporting AETC spectrum management requirements. Staff experience at the HQ USAF or MAJCOM level is highly desirable. High degree of analytical ability to research, develop and design new methodologies and procedures as needed to support mission requirements. Ability to communicate effectively, both orally and in writing. Ability to plan, organize work, and meet deadlines. Ability to use sound management practices and personal initiative, judgment, tact, diplomacy, resourcefulness, and ingenuity. Ability to deal effectively with executives in high level management and technical positions and maintain working relationships with executives at the required levels of government, commercial and professional organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major Duties
Functions as a senior frequency manager and oversees all AETC radio frequency management activities. Plans and implements radio frequency (RF) support for all AETC mission activities in accordance with established policy. Coordinates, approves, and monitors planned electronic countermeasures activities to ensure frequency deconfliction and protection of command spectrum resources. Evaluates all AETC requirements for radio frequency assignments that support activities command-wide. Interprets and implements rules, regulations, and policy regarding RF spectrum use published by higher headquarters and other regulatory agencies. Represents AETC on matters dealing with reallocation of government radio spectrum (legislative action, mandating transfer of government radio spectrum to the civil sector (Title VI)).
