About This Position

This position is located in the Enterprise Infrastructure Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Enterprise Infrastructure Directorate provides engineering and technical support in the areas of Voice Communications and Administration of both the DC and District Office telecom environments.

Qualifications

Minimum qualifications: Bachelor’s degree in related field and 7-9 years of related work experience or equivalent work experience 3+ years of supervisory experience in a related field Knowledge of local exchange carrier and inter-exchange carrier services and contract management. Knowledge of telecommunications service billing, voice mail systems, standards based video conferencing, and standards based telecommunication systems. Knowledge of private branch exchange (PBX) implementations to include hardware/software components, trunking issues, configuration options, and security.

Knowledge of all aspects of information systems. Major Duties

Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in areas including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics, and administrative counsel.

This position is located in the Enterprise Infrastructure Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Enterprise Infrastructure Directorate provides engineering and technical support in the areas of Voice Communications and Administration of both the DC and District Office telecom environments.

The teams within this Directorate support the infrastructure (circuits, cabling, servers, data storage, voice systems, and other physical infrastructure) that provides telecommunications services to the House.

This position serves as the Telecommunications Engineering Manager. Key responsibilities include managing telecommunications engineering operations for the House; managing projects, programs, and operations relating to the voice and video infrastructure; and serving as a senior technical consultant and advisor.

This position requires the ability to work shifts to provide 24 hours a day, 7 days a week technical support of the House's information security technology infrastructure. Grade level at time of appointment is determined by experience and designated level of responsibility.

This position has access to Personally Identifiable Information (PII). The position has day‐to‐day supervisory responsibilities. Primary Duties/Responsibilities: Assists the Director in the formulation of management, budget, and technical plans to achieve CAO/HIR program goals and objectives for technical support.

Provides managerial, coordination, and technical support to projects. Serves as a senior level consultant providing technical guidance on data and/or voice and video communications projects. Contributes to and approves data and/or voice and video communications plans and procurements.

Works with other technical staff to ensure that all voice and video systems are operating efficiently and effectively and meet user requirements. Formulates plans and procedures to ensure effective utilization of personnel and proper use of all resources and equipment within the framework of authorized activities. Prepares reports as required by management.

Conducts normal administrative and personnel management activities, including performance reviews and evaluations, interviewing and employment recommendations, staff counseling, employee development training, and development of policies. Advises subordinates on administrative policies and procedures, technical problems, priorities, and procedures. Ensures subordinate supervisors are efficiently utilizing staff, maximizing resources, and developing subordinates to their fullest potential.

Establishes procedures to systematically and equitably review subordinate supervisor’s accomplishments and ensure recommendations from subordinates are consistent with the CAO mission and internal initiatives. Keeps abreast of telecommunications and network technologies. Consistently makes knowledgeable decisions effecting performance, budget, and schedule of products and services.

Develops and presents briefing and communication material appropriate to audience. Recommends, schedules, and implements the incorporation of advanced state-of-art system techniques, tools, and practices in the development process and the improvement of system performance and responsiveness to ever-changing requirements. Develops Statements of Work (SOW) and subsequently evaluates.

May perform as a Contracting Officer Representative (COR). Performs other official duties and special projects as assigned.
