Qualification Requirements: Ability to interpret and apply rules, regulations and policies applicable to recruiting and staffing. Demonstrated progressive Human Resources (HR) experience that includes experience with high volume recruiting and the development of talent pipelines an acquired knowledge of the theories, principles, practices and techniques of HR expertise.

Ability to analyze, problem-solve, and make decisions to implement appropriate recruiting strategies to fill vacancies. Skills in operating a personal computer, various software programs (Microsoft Word, Excel, etc.). Demonstrated ability to work in a fast-paced environment with the ability to manage multiple tasks and changing requirements with excellent customer service skills.

Ability to effectively communicate both orally and in writing to convey a wide variety of information to diverse audiences. Experience influencing and interacting with senior management and develop rapport and a high degree of trust, representing the recruiting department at the executive level. Ability to establishing candidate development methodologies to include best practices and core competency models.

Major Duties

NON-APPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Human Resources Technician BUSINESS TITLE: Human Resources Talent Acquisition Specialist FLSA: Non-exempt JOB SERIES: 0203 PAY LEVEL: NF-3 DUTIES AND RESPONSIBILITIES: The primary purpose of this position is to partner with senior management in staff planning and to work closely with hiring managers to identify talent needs, as well as manage the full life cycle of the recruiting process for the entire company. Serves as the companyΒΏs subject matter expert on all phases of the recruiting and staffing process from strategic sourcing, screening, workforce planning, talent acquisition, interviewing, selection, in-processing and advises managers on best practices associated with on-boarding. Advises and assists candidates on resume preparation, the submission status of applications, writing effective KSAΒΏs, and when appropriate, provides career counseling.

Responds to inquiries, grievances and complaints based on rating of qualifications, military spouse preference and internal merit promotion actions, as appropriate. Advises hiring managers on best practices related to behavioral based interviews, strategic sourcing, and core competency recruiting. Designs customized hiring packages for management to include competency modeling.

Screens and rates applicants as per established Marine Corp Order and local directives. Participates in local job fairs, new comer briefings, new employee orientation briefings, leadership training, as directed. Sources strategically for World Wide positions in order to deliver a robust slate of high quality candidates for immediate opening.

Looks for ways to continuously improve sourcing capabilities and networks in order to meet ongoing recruiting needs. Performs various administrative duties including: job postings, screening candidates, presenting resumes to hiring managers, scheduling interviews and prepares selection register package for managers and in-processes selected candidate. Prepares and analyzes a variety of standard/custom reports to meet specific requirements as directed.

Processes selected candidate with completion of HR paperwork in accordance with appropriate regulatory and office guidance. Enters HR data into automated personnel systems and databases. Establishes and maintains HR files and records according to existing office procedures.

Responsible for all functions related to background investigations including stateside and local for sensitive positions involving children, youth, and teen. Submits status report to facility managers weekly. May serve as the NAF DFWP Coordinator, working as a liaison with MCCS headquarters to disseminate information within the local organization.

Ensures the accuracy of positions designated for drug testing; maintains confidentiality and security of the filing system; schedules drug tests and reports results. Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner.

Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. Performs other related duties as assigned.

May be exercised once per permanent relocation (PCS), when appointed to a regular full or part-time position. Per DoDI 1400.25, volume 315, Enclosure 3, para 2.h.1, MSP eligibility terminates upon acceptance or refusal of an offer of a continuing position (part-time or full-time) in the federal service for which the spouse has registered for employment, whether or not preference was applied. Applicants hired into flexible positions (0-40 hours per week) or regular position with a time-limited appointment will not lose their spouse preference eligibility until movement or hired into a regular full or part-time position.
