Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

In addition to meeting the basic requirement, applicants must possess qualifying experience. Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience performing full lifecycle project management duties to support the planning and implementation of information security policies, software, and systems; OR experience performing systems administration functions to support and secure large-scale, multi-classification network infrastructures; OR experience providing technical guidance to senior leadership on information technology and cybersecurity issues, including risk, policy, and information security considerations Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Major Duties

Performs work in specialty areas to include policy and planning, security, systems analysis, applications software, operating systems, network services, data management, systems administration, and customer support.

Manages multiple large and complex projects through the systems development life cycle from project initiation, requirements definition, design and development testing, infrastructure support, implementation, maintenance, and retirement.

Participates on task forces and project teams; provides expert advice and consulting support for requirements analyses , long and short range planning; and other studies of IT issues.

Responsible for the operation of servers and network devices for users of Non-classified Internet Protocol Router Network (NIPRNET), Secured Internet Protocol Router Network (SIPRNET), and Joint Worldwide Intelligence Communication Systems (JWICs).

Leads project staff responsible for managing, administering, developing, and maintaining information technology software applications with an emphasis on knowledge management.

Education

There is no substitution of education for the Qualifying Experience at the GG-14 grade level.

This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f. A three year probationary period may be required. Telework availability will be based upon the mission requirements and supervisory determination.

This position is subject to completion of 1 year probationary period for assignment to a supervisory position. Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency MAY be required to submit to urinalysis for illegal drugs prior to appointment or placement. This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual. This position may be designated as Emergency Essential. Incumbent must sign a statement of understanding and an agreement to continue to perform the duties of this position in the event of a crisis until relieved by proper authority. Incumbent's dependents shall be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuees.
