About This Position

This is a National Guard Title 5 Excepted Service Position. This is an Indefinite GS-2003-11 SUPPLY MANAGEMENT SPECIALIST (TITLE 5), Position Description Number T5267000 and is part of the MO Directorate of Logistics. This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT.

Qualifications

GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of experience equivalent to the GS 09 grade level that provided knowledge of supply program relations, knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of programs and operations, ability to analyze and resolved difficult issues in problems in supply processes, work methods, supply data management and supply operations; ability to develop and implement procedures and knowledge of a variety of technical supply operations.

Major Duties

Monitors required unit equipment inventories and is active in the development, scheduling and execution of special command physical inventories.

Coordinates with USPFO Property Management Branch, Examiner Section on their annual inventories and selective inventories as appropriate.

Performs other duties as assigned.

Plans, organizes and manages supply and services functions to include command equipment/property readiness/accountability management.

Formulates and implements command supply operating procedures and policies necessary to support units.

Ensures unit responsibilities for receipting and accounting of equipment and supplies are met.

Develops and manages the state logistics contingency stockage plan and coordinates the plan with the USPFO.

Directs the loan of equipment between units within the command.

Advises the Logistics Management Officer (LMO) on command supply and services status and recommends support required for current and proposed operations.

Manages the command property program within units of the state to ensure Equipment on Hand (EOH) readiness is met.

Maintains current command supply analysis on trends of effectiveness and efficiency.

Provides management oversight responsibility for the state ARNG command Financial Liability Investigation of Property Loss (FLIPL) Program reporting.

Receives fiscal information from each subordinate function to prepare and review budget estimates for the command supply and services functions.

Prepares, reviews and verifies command supply and services reports.

Education

SUBSTITUTION FOR SPECIALIZED EXPERIENCE: Must possess a Ph.D. or equivalent doctoral degree OR three full years of progressively higher level graduate education.
