About This Position

As the manager of the Department's Quality Assurance Program, the incumbent plans and carries out the program; determines the scope and level of quality activities based on requirements; establishes priorities; interprets and applies appropriate policies, regulations and standards; effects coordination/consultation with other activities as required and supervises the staff of the Unit.

Qualifications

Led quality assurance programs or initiatives (e.g., process control, systems monitoring, document management) to ensure compliance with standards and regulations. 2. Analyzed program data using statistical and qualitative methods to assess effectiveness, resolve discrepancies, and recommend improvements. 3. Reviewed and validated standard operating procedures (SOPs) and equipment procedures to confirm compliance with regulatory and safety requirements. 4. Wrote reports, SOPs, or other technical guidance (e.g., manuals) with findings, instructions, corrective actions, and/or recommendations for management. 5. Coordinated audits, evaluations, or corrective actions with leadership, committees, and employees to identify issues, implement solutions, or track results. Major Duties

- Implements the criteria and goals of the Department's Quality Assurance Program. - Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of MMESD programs or operations in meeting the goals of the programs and program performance data to identify issues and make recommendations for improvement. - Performs special studies which include analyzing data, developing formats to report the results of studies, and recommending alternative courses of action. - Implements departmental policies. - Reviews and recommends improvements to standard operating procedures (SOPs) and instructions for all QA activities. - Reviews all SOPs and related validation and training documentation prior to implementation and confirms compliance with standards and regulations issued by the NIH, Clinical Center, Joint Commission, OSHA, EPA, American Hospital Association (AHA), Association for the Healthcare Environment (AHE). - Ensures that there are written procedures for validation to assure that the department's operations and procedures accomplish their intended purpose. - Develops guidance on techniques for management, improvement methods, manuals and other quality improvement directives. - Maintains an index of all SOPs, master copies, and archives of obsolete versions. - Monitors MMESD operations to assure that proper procedures are followed, that work is performed in accordance with applicable specifications, compliance and that safety precautions are observed. - Analyzes and measures the effectiveness, efficiency and productivity of the quality assurance activities and work processes in each section throughout the Department.

This position is designated as a Tier 1 "emergency essential" position and the selected candidate will be considered an "emergency essential" employee and will be required to be available, ready, willing, and able to report for duty under all circumstances (e.g., inclement weather, government closings and holidays, lapses in appropriations, non-emergency and emergency situations) for operation 24 hours a day and 365 days per year coverage. A one-year trial/probationary period may be required upon selection/ placement. A one-year supervisory trial/probationary period may be required upon selection/ placement.
