The Trusted Workforce Implementation Group seeks a visionary Division Chief to lead elite analysts in complex, enterprise-wide program analysis.
You will direct multifaceted projects, set uncompromising quality standards, and exercise full supervisory authority. Must be a strategic leader adept at navigating abrupt changes in workload and priorities to deliver technically sound, authoritative recommendations to senior leadership.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: - Extensive knowledge in Public Laws, Executive Orders, National Security Strategies, and multi-year DoD strategic plans related to personnel vetting and respective supporting and enabling capabilities, - Comprehensive knowledge of supervisory/managerial competencies, including professionalism, leadership, teamwork, oral and written communication, strategic focus, responsibility and accountability, innovation and initiative, customer service and resource stewardship to ensure the accomplishment of work through combined technical and administration direction of subordinate staff members. - Proficiency in the application of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. - Skill in advising senior level and management officials, recommending strategies and establishing plans for implementing activities and monitoring progress towards goals. - Demonstrated ability to effectively plan, organize, implement, and execute high level programs or projects that are highly specialized and impact the agency or organization level. - Ability and skill to communicate orally and in writing to effectively present a variety of persuasive briefings to senior management on complex financial issues. - Exceptional skills negotiating, gaining consensus, cooperation and accomplishing goals Specifically you will be evaluated on the following competencies: 1.

Major Duties
As a Supervisory Program Analyst Division Chief, Trusted Workforce Implementation Group (TWG) you will be responsible for the following duties: - Plans, directs, and assigns work to the division's senior analysts, establishing deadlines and sequencing of operations for complex, multi-year program analysis projects. - Defines and issues internal instructions, procedures, and quality standards for all analytical work products, ensuring they are technically sound and meet the requirements of DCSA leadership and external partners. - Exercises the full authority for supervisory personnel functions, including developing performance plans, conducting performance evaluations, providing primary input for promotions and awards, resolving complaints, and initiating disciplinary actions. - Revises work schedules and alters the division's organizational structure and assignments to respond to frequent, often abrupt, changes in workload and agency priorities
