About This Position

An independent Federal agency, the U.S. International Commission provides the President and Congress with high-quality analysis and technical support on international trade, tariff and competitiveness issues; hears and decides import injury cases; and publishes the United States' tariff schedule. Specialized Experience To qualify at the GS-15 level, you must at least have one year of specialized experience equivalent to the GS-14 level obtained in the federal or private sector in the following: planning, conducting, and presenting the findings of analytical studies; providing advice and making recommendations to agency leaders on ways to improve internal controls and outcomes for administrative programs; drafting and proposing revisions to administrative policies and procedures; preparing budget estimates and justifications for personnel and/or administrative cost centers; and developing and implementing process improvements to enhance program efficiency and effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Major Duties

This position is located in the office of the Chief Administrative Officer (OCAO), Office of Administrative Services (OAS). Major Duties Develops, oversees, and coordinates planning and implementation of analysis, internal controls and program management of OAS operations involving human capital management projects; security programs; support services projects. Provides expert advice to agency senior management regarding administrative programs. Coordinates, supervises implementation, and oversees major agency-wide administrative programs, special studies, and the development and evaluation of policies in assigned program areas. Supervises the preparation, justification, and administration of the OAS administrative services, security services, and personnel cost centers, and oversees procurement and contracting functions for the OAS service contracts to achieve desired results. Serves as a principal advisor representing the Chief Administrative Officer (CAO) at various meetings, participates in agency-wide Executive Management committees, and supports the CAO in leading the Human Capital Committee and Internal Administration Committee. Positions OAS for future success by identifying new opportunities, developing or improving products or services, and managing change in organizational structure, outputs and processes. Directs, coordinates, and oversees the work of subordinate staff.

You will be evaluated on the following knowledge, skills, abilities, and competencies (KSA). Knowledge of evaluative, and analytical processes and techniques for measuring the effectiveness and efficiency of administrative programs, and experience conducting analytical studies; Knowledge of Commission functions, operations, and internal rules; and statutes, regulations, and government-wide guidelines for administrative programs. Knowledge of budget formulation, financial management and contracting principles, practices, and techniques, as well as internal controls, in order to plan and perform work assigned. Skill in preparing briefing materials for management use in advising agency leaders and negotiating solutions; experience serving as a representative for an office or division and working with decision-makers and their immediate staffs to address concerns and develop solutions. Ability to develop new insights into situations, question conventional approaches, encourage new ideas and innovations, and develop and implement new processes or procedures to improve program efficiency and effectiveness. You are not required a separate narrative statement responding to the KSA; however, your resume must clearly show possession of these KSAs.
