Qualifications

GS-08 QUALIFICATIONS: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Reviewing and processing a wide variety of complex military payroll transactions, determining entitlements, examining and verifying all documents for propriety, completeness and accuracy, reviewing and processing final actions to resolve various complicated military payroll problems or issues using variety of techniques. GS-09 QUALIFICATIONS: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-08) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Applying expert-level knowledge of a large body of military pay rules, procedures and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, sufficient to provide leadership, training and support to others responsible for this work, experience must include applying expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures, and resolve issues within the automated systems.

You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.

Major Duties

Plans and organizes unit workload by setting priorities, scheduling tasks, and assigning duties to optimize employee skills. Coordinates with other units to manage changing workflows and ensure timely processing of retired and annuitant pay actions.

Oversees Military Pay Technicians by providing guidance on complex pay account issues.

Interprets regulations, defines work standards, and reviews completed transactions to ensure accuracy, validity, and compliance with policy directives.

Analyzes operations and customer feedback to drive continuous process improvements. Identifies problem areas, evaluates alternative solutions, and implements changes while keeping leadership informed of precedent-setting issues.

Executes internal tasks, including certifying position descriptions, conducting performance appraisals, and interviewing candidates. Initiates personnel actions such as promotions or disciplinary measures, and manages time, attendance, and leave.

Fosters a positive workplace by delivering technical training, resolving informal complaints, and collaborating with union representatives.

Promotes EEO programs and keeps staff informed of command policies, management goals, and procedures.

GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

This position requires you to obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 1 Certification in which case you must complete the certification within the original 2-year period.
