About This Position
These positions are located in the Farm Production and Conservation (FPAC) Business Center (BC), Chief Financial Operations Office, Performance, Accountability, and Risk Division. Duty location will be determined at the time of selection. The selectee serves as the Section Supervisor, working under the direction and leadership of the Branch Chief. Incumbent is responsible for providing leadership, management, evaluation, and technical direction to the subordinate staff.

Specialized Experience Requirement For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service.
Specialized experience is defined as work that involves: 1) Providing expert interpretation and instructions on laws, regulations, policies and procedures, and develops guidance as it relates to policy direction and performance evaluation; 2) Developing uniform management policies and staff management principles and guidance for mission support programs regarding program execution, scope, cost and budget, interacting with the agency customers, issuance of program authorities and reporting procedures; 3) Serving as an expert in performance, risk and accountability which include establishing internal control programs, developing risk management strategies, implementing action plans and conducting risk assessments/impacts on events; 4) Conducting audits and reviews of conservation programs and administrative functions: . Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Major Duties
Oversees the execution of products, policies, and procedures within the Performance, Accountability and Risk Division.
Responsible for staff management, coordination, and execution of mission support programs that support organizational goals.
Develops uniform management policies and staff management principles and guidance for mission area programs within the section.
Directs or makes technical determinations as to course of action to pursue and resolve issues requiring decisions at the lowest levels.
Provides interpretation and instructions on laws, regulations, policies and procedures, and develops guidance on appropriate course of action.

Selectee must be able to obtain and maintain a security clearance. If selected, you will be subject to a National Agency Check and Inquiry (NACI) and a credit report. Bargaining Unit: This is a non-bargaining unit position.
This position is subject to all applicable laws, regulations, and policies under the direction of Agency. Selection does not restrict the Agency from any future reorganization or realignment efforts. If a change in duty location is required after selection due to a directed reassignment, relocation expenses will be reimbursed in accordance with Federal Travel Regulations. Declination of a directed reassignment could result in your removal from Federal service.
