About This Position

This position is located in the U.S. Department of Agriculture (USDA), Office of Inspector General (OIG), Information Technology Division.

This position is responsible to the Deputy Assistant Inspector General/Office of Management (D/AIG/OM) for planning, organizing, coordinating, implementing, and evaluating the Office of Inspector General information technology operations and functions to meet the needs of all OIG program missions. Selectee may remain in their current duty location.

Qualifications

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

In addition to the basic requirements described above, the incumbent must have one year of specialized experience equivalent to the GS-14 level in the Federal government and meet time in grade requirements: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: Leading enterprise-wide information technology strategy, governance, and modernization initiatives that align IT investments with organizational mission, business needs, and federal mandates.

Overseeing IT portfolio management, including capital planning, budget formulation, cost modeling, and performance measurement for multimillion-dollar programs. Managing cybersecurity programs in accordance with FISMA, NIST, and other federal security frameworks, including risk assessments, authorization processes, and incident response oversight. Directing the development, implementation, and enforcement of IT policies, standards, and architectures, including cybersecurity, data management, cloud adoption, and enterprise architecture.

Experience in managing organizational changes. Experience leading a team. Experience planning and managing IT projects involving interrelated disciplines and multiple stages of the systems development lifecycle, e.g., integrating systems analysis, software development, database administration, and customer support into the project plan.

Overseeing vendor management, acquisition strategies, and contract performance for major IT services, systems integration, and technology modernization efforts.

Major Duties

Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.

Provides executive leadership and direction for all IT programs, policies, and services across the organization.

Establishes and leads governance structures such as the IT Investment Review Board, Interim Investment Review, and cybersecurity councils.

Provides executive oversight of cybersecurity programs, policies, and operations.

Oversees enterprise IT operations including networks, cloud services, data centers, telecommunications, collaboration tools, and end-user support.

Leads enterprise data governance, data quality, and data-sharing initiatives in coordination with the Chief Data Officer.
