In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A). Specialized Experience: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems.

Examples of specialized experience includes: Supervisory Leadership: Exercising first-level technical and administrative supervisory personnel management responsibilities (representing 25% or more of duty time), including planning work, setting priorities, evaluating performance, and identifying employee training needs. IT & Cyber Program Management: Planning, organizing, and directing IT and cybersecurity activities to ensure compliance with legal, regulatory, and agency-directed requirements, including evaluating emerging technologies and optimizing existing system architectures. Policy Coordination & Representation: Coordinating with program managers and leading multi-disciplined teams across organizations to align IT/cybersecurity policies, resolve complex integration issues, and represent the organization before senior leadership.

Strategic Technical Advising: Serving as a senior technical advisor to formulate lifecycle cost estimates, prepare budget justifications, provide technical oversight in the procurement of IT assets and services, and translate complex technical requirements to support business decisions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): 1. Expert knowledge of the principles, methods, and techniques of IT and KM assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT, and KM projects and resources, monitoring and inspecting costs, work, and contractor performance.

Ability to lead and manage information systems planning, development, implementation, operation, and maintenance as well as ability to make decisions or recommendations that significantly impact important agency IT and KM policies or programs.

  1. Knowledge of the principles, methods, and tools for the coordinated management of IT and KM programs to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance. Ability to develop and interpret policies, procedures, and strategies governing the planning and delivery of services. Skill in applying new developments to previously unsolvable problems.
  2. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.
  3. Knowledge of concepts, practices, and leadership techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT and KM work/development efforts. Includes those who are actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome.

Ability to provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT and KM issues as well as ability to work effectively with customers to assess their requirements then provide information, expertise, and assistance to satisfy those needs.

A hybrid IT and security expert who deeply understands the technical demands of managing enterprise Data Centers alongside the rigorous protocols of military security. A trusted guardian experienced in managing highly classified environments, Information Assurance frameworks, and multidisciplinary physical/personnel security.

Major Duties

Enterprise IT and Data Center Operations: Oversee the management, reliability, and seamless delivery of enterprise IT services and physical Data Centers across multiple classification levels.

Multi-Disciplinary Security Management: Direct the Production Operations Security Section in executing Personnel, Physical, Industrial, and Information Security, as well as Anti-Terrorism and strict Access Control protocols.

Cybersecurity and Information Assurance: Lead the Information Assurance and Cyber Security programs for both the Group and Squadron, ensuring rigorous network defense and compliance with federal regulations.

SCI and OPSEC Administration: Manage SCI programs and enforce rigorous Operations Security (OPSEC) procedures to protect classified operations from unauthorized disclosure or compromise.
