One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service which includes work that involves: 1.) Leading or advancing interdisciplinary technical teams by planning or directing work, assigning or balancing tasks, establishing performance standards, and/or managing available resources; and 2) Managing technical programs or projects by overseeing cost, schedule, and performance to ensure the successful development, testing, integration, or sustainment of complex systems (such as materiel systems or software); and 3) Providing authoritative technical guidance and direction in one or more of the following fields: General Engineering, Safety Engineering, Mechanical Engineering, Computer Engineering, Electronics Engineering, Physical Science, Physics, Mathematics, or Computer Science. Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

In addition to meeting the specialized experience above, to qualify for this position, you must also meet one of the basic requirements listed below: EDUCATION REQUIREMENT for Professional Engineer (0800) Series. A. Degree: Bachelor's degree (or higher degree) in engineering.
To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1.
Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
- Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
- Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
EDUCATION REQUIREMENT for Physical Science (1301) Series. A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Major Duties
Manage major test and evaluation programs characterized by the requirement for novel plans and/or development of unique solutions.
Plan work to be accomplished by subordinates; set and adjust short-term priorities; and prepare schedules for completion of work.
Supervise, manage, and direct; through subordinate supervisors; the efforts of 30 to 40 professional, non-professional, technical, and administrative personnel.
Authority in the commodity fields/functional areas overseen. Provide technical advice on matters of far reaching consequence in Army materiel development.
Evaluate proposals by subordinate Branch Chiefs; assess adequacy and effectiveness of assigned personnel, equipment, and technical procedures; and ensure effective tools, personnel, and organizational structures exist for accomplishment of work.
Education
EDUCATION REQUIREMENT for Physics (1310) Series. A. Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

B. Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
EDUCATION REQUIREMENT for Mathematics (1520) Series. A. Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics.
The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

B. Combination of Education and Experience: Courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.
EDUCATION REQUIREMENT for Computer Science (1550) Series. Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step
- ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $197,200 including locality.
U.S. Army Test and Evaluation Command (ATEC) provides direct support to Army Futures Command and relevant, timely information to senior Army leaders to make future force decisions enabling Multi-Domain Operations through rigorous developmental testing and independent operational tests and evaluations.
