Qualifications

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Utilize analytical skills, evaluation techniques, and re-engineering methods to assess the technical, financial, and programmatic implications of prospective IT endeavors.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Manage stakeholder requirements from internal/external agencies helping execute and accomplish organizational goals and objectives.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing leadership, guidance, and mentorship to the workforce communicating organizational goals and objectives while aligning with the command's initiatives.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analysis, reporting, coordinating, and facilitating working groups to meet and resolve project objectives.

In addition: Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Ability to effectively manage and supervise a staff of professional, technical, and/or administrative employees.

  1. Mastery knowledge of and demonstrated experience in applying Information Technology principles and practices.
  2. Ability to supervise and work on a diverse team engaged in Defense Acquisition program management activities.
  3. Mastery knowledge of current/emerging Congressional, regulatory, and higher headquarters directives and guidance.
  4. Mastery knowledge of any of the following functional areas: - Application Software - Customer Support - Data Management - Internet - Network Services - Operating Systems - Policy and Planning - Security - Systems Administration - Systems Analysis
  5. Ability to communicate effectively both orally and in writing. Major Duties

You will. lead complex technology projects by defining requirements, guiding technical decisions, coordinating specialists, and resolving challenges while improving performance, reliability, productivity, and long term planning.

You will evaluate new technologies, recommend system improvements, review proposed solutions, assess technical risks, and support secure, efficient implementations that strengthen organizational operations and future readiness.

You will analyze business needs, design application solutions, oversee development, testing, documentation, and integration, while ensuring software quality, usability, security practices, and dependable performance.

You will develop strategic plans, create and update policies, prepare budgets, measure system performance, conduct program reviews, and recommend improvements that increase effectiveness, efficiency, and service quality.

You will supervise staff by assigning work, setting priorities, evaluating performance, providing coaching, supporting professional development, resolving workplace concerns, and maintaining productive, accountable teams.

You will collaborate with customers, managers, and technical specialists to address project needs, present recommendations, improve organizational processes, and support hiring, training, scheduling, and workforce planning.

This position serves within PAE Mission Systems (USMC/PM MCEN) as the Lead Regional Contracting Officer's Representative (RCOR).

This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Recruitment/Relocation expenses reimbursed: Yes-Relocation expenses (i.e. PCS) for candidates outside of the commuting area are authorized in accordance with applicable travel regulations and Department of Navy Policy.

Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable command policy.
