About This Position
This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of Operations (OO), Human Resources Department (HRD), Customer Relations and Business Analytics Division (CRBAD).
Qualifications
All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of experience at the GS-14 grade level in the Federal service or equivalent to the GS-14 grade level in the private sector demonstrating experience leading, managing, or evaluating human resources programs, policies, operations, or strategic initiatives to improve organizational effectiveness, accountability, compliance, or service delivery.
Examples include: coaching, mentoring, supervising, or leading staff members; managing, developing, implementing, or evaluating enterprise-level human capital programs. Advising senior leaders on HR strategy, policy, or operational issues; developing responses or action plans related to audits, inspections, evaluations, or external reporting requirements; or representing an organization on councils, committees, working groups, audits, or high-level briefings. Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service).

Major Duties
The candidate selected for this position will: Serve as a senior advisor to the Director, Human Resources Department (HRD) on HRD strategy management initiatives, policy and directives. Establish vital and fluid relationships with high level internal and external partners such as OPM and Department of Labor. Obtain, analyze, and organize data necessary for reporting to external entities.
Prepare responses and action plans for the Director, HRD and work with HRD Division Managers to implement recommendations. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; develop performance standards and evaluate work performance of subordinates.
