About This Position

Incumbent serves as the Manager of the Employment Services Branch and reports to the Regional Human Resources (HR) Director for the Aeronautical Center. The manager has oversight for planning, developing, executing and directing regional human resources management, compensation and employment programs including merit promotion, internal placement, recruitment, special placement programs and qualification determinations.

To qualify for this position at the FV-J, (FG/GS-14) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position.

Specialized Experience: Leading or performing work in the HR functional areas of employment services (staffing and placement, qualifications, pay setting) and interpreting, applying and providing expert-level advisory services regarding a broad range of human resource management laws, regulations, policies and principles.

Major Duties

The incumbent provides direct supervision and technical guidance to Branch employees who are responsible for the delivery of recruitment, staffing, compensation, and position management services to customer organizations. Serves as a key advisor to the Regional HR Director, varied organizations and customers and as a member of the HR Management Team. Advises management officials at all levels on applicable policies and regulations, collaboratively resolves problems of unusual difficulty or complexity and assures that all actions of the Employment Services Branch are in compliance with laws and regulations.

Reviews workload reports regularly to assure that hiring time frames are being met and to adjust the workload to meet changing conditions and demands. The incumbent manages employment services for a designated Region of the FAA, covering thousands of employees located throughout the United States. The incumbent assesses requirements and determines improvements that will enhance operations and the productivity of the Branch.

Assesses current and future staffing needs based on organizational goals and budget realities, identifies opportunities to develop and market new products and services within or outside the organization, builds alliances with stakeholders and maintains the productivity and morale of the organization. Undertakes major challenges to achieve human resource management goals specified in corporate strategic initiatives and business plans. Reviews and evaluates all phases of Branch activities to ensure compliance with statutory and regulatory requirements, agency policies, instructions and standards, including merit system principles.

Determines overall program effectiveness and implements actions to strengthen any weaknesses detected. Identifies trends and/or deficiencies in program performance and develops/implements solutions and/or alternative actions to improve service delivery. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion.

Resolves technical problems and customer issues by selecting the most appropriate approach through established policies and procedures or developing new/unique approaches. Oversees/leads the organization in conducting internal assessments of program operations. Ensures activities are completed efficiently and in compliance with agency goals and metrics.

Contacts are primarily within the organization and client LOB/SOs with subordinates, peers, and higher-level managers to discuss the status of projects/programs and collaborate on developing workforce plans for the future. May have frequent contact with customers, other government entities, community organizations/groups and other external parties to interpret policies/procedures, present information, or for other program purposes. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

The incumbent and organizational performance is reviewed periodically by higher level management, usually through status reports and organizational performance measures. The work activities impact directly on project/program objectives for more than one organizational unit and for the major subdivision. The work activities affect the major subdivision's internal and external customers.
