About This Position

The position is located in the Bureau of Personnel and Training (PERT), Office of Talent Services (TS), Client Services Division (CLI). This office oversees and integrates department-wide efforts to improve effectiveness and efficiencies through human resource shared services and organizational change management.

This position serves as the Chief of the Client Services Division and is responsible for supervising the work of the Classification and Recruitment and Staffing Branches.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience supervising the work of subordinate staff, providing oversight in at least two of the following HR functions (Classification/Position Management, Compensation/Benefits, Recruitment/Staffing, and Performance Management); Experience demonstrating subject matter expertise of Federal Hiring processes (to include use of applicable laws, regulations, and policies; resolving unique/unprecedented HR issues; and representing an organization in formal settings); Experience providing authoritative leadership and advisory services on federal HR programs and developing HR policies and procedures for organizational implementation; AND Experience managing agency-wide HR initiatives, including change management, process improvement, and HR systems automation. There is no substitute of education for specialized experience for the GS-15 position.

Major Duties

Formulates Departmental procedures and new operating instructions and oversees their implementation to ensure an integrated, comprehensive customer service environment within the Department.

Recommends operational improvements and/or remedial actions, as well as desirable enhancements or deficiencies to be corrected in HR operations and develops relevant position papers, implementation strategies, etc.

Monitors the status and progress of projects; advises team members on unusual issues; and resolves problems, including those of an unprecedented complex, and/or controversial nature related to any aspect of the project or related HR issues.

Coordinates with HR professionals to assess the impact of new or proposed legislation or regulations from the Office of Personnel Management (OPM), Department of State (DoS) and other sources to determine their impact on HR Shared Services programs.

Represents the Department and/or Bureau in formal working groups, hearings, and briefings. Develops presentation materials and strategies to defend the Department's implementation activities and results in formal and informal settings.
