About This Position

This position serves as Supervisory HR Specialist for the PMA Shared Service Center (SSC), Strategic Advisory and Hiring Services (SASH) Division. SAHS offers strategic human capital guidance and strategic HR solutions to DOE PMAs including SEPA, SWPA, and WAPA. The SAHS division oversees two branches focusing on Talent Acquisition and Human Resources Advisory Services.**Selectee is required to physically report to 1 of the following duty location: Lakewood, CO; Billings, MT; Salt Lake City, UT

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's application and 2-page resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14). Specialized experience for this position is defined as: Advising senior leaders on Federal HR policy, workforce planning, reorganizations, and regulatory matters. Representing the organization at high-level meetings and/or serving on Agency-wide projects.

Overseeing HR services in at least two of the following areas: personnel staffing, advisory services, employee relations, position classification, pay administration, workforce planning and/or compensation. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Major Duties

Work closely with the Human Resources Director and the DOE Office of the Chief Human Capital Officer in the development of overall strategic goals and objectives. Offer authoritative guidance on difficult, unusual, or unprecedented circumstances arising from organizational challenges and opportunities across DOE human resources programs. Develop staff and lead an Human Resources Division that uses a strategic, proactive, service-oriented, partnership approach to providing human resources services to the workforce focusing on Talent Acquisition and Human Resources Advisory Services.

Identify organizational challenges, coordinate corrective actions, and direct program changes as needed to improve human resources service. As a second level supervisor, responsible for the full range of supervisory duties in directing a program with significant resources. Exercise significant responsibilities in dealing with officials of other organizations, and in advising management officials of higher rank.
