About This Position

Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Negotiating with tenants and landlords for the resolution of problems related to housing units, AND Recommending improvements to reflect results of housing surveys, AND Applying laws, ordinances and governing codes to the construction, leasing, renting and operation of housing projects and facilities, AND Developing policies and procedures for the administration and operation of the housing department. Major Duties
You will serve as the Senior Housing Manager for the Community Housing Division.
You will be responsible for developing management plans and directives concerning the operation and utilization of housing assets, planning, scheduling and coordinating for the Housing Welcome Center.
You will supervise approximately 30 U. S. Civilians and Local Nationals.
You will plan, coordinate, and direct the work, providing guidance on the nature and purpose of work assignments, objective to be obtained, and policies and regulations.
You will organize a team to perform a broad range of functions that must be closely coordinated.
You will develop guides, procedures and instructions with the framework of housing management polices, governing the management functions related to facility engineering utility operations, services, maintenance, and repair of dwelling units.
You will supervise the policies and procedures for establishment and maintenance of contracts for more than 2.500 economy leased housing units and preparation of utility contracts.
You will make current and long-range plans and justification for new housing initiatives in conjunction with installation budgeting, engineering, and other specialists, using statistical and narrative information from housing survey reports.
You will formulate current and long-range housing improvement plans within the framework of established agency objectives, policies, and standards.
You will manage the housing referral service which provides assistance for military, NATO, and DOD civilian employees assigned to military activities in the area.
You will perform or direct tenant selection and assignment, conduct local rental and utility rate surveys, collect rents or charges, and maintain harmonious relationships among tenants, management personnel and the surrounding community.
You will be responsible for periodic and/or one-time reports which may include: Family Requirements Survey, Family Housing Acquisition Program, Housing Referral Service Report, Foreign High-Cost Leasing Report.
You will be responsible for maintaining the flow and quality of work within the community housing division to assure accomplishment of work assigned, track status, progress of work, make estimates on expected time of completion and maintain records.
