About This Position

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. Serves as first level manager to assigned workforce consisting of engineering technicians and support personnel.

Qualifications

To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least 52 weeks (one year) of specialized experience equivalent to the FV-I/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Work experience in construction, construction management, commercial electrical design/installation, commercial civil design/construction, FAA navigational aids and communication facility installation. Specialized experience may include System Support Center experience, as well as emergency response restoration experience.

Major Duties

Directs the work of subordinate employees for more than one organizational unit level. Work usually includes a mix of routine and complex project/program tasks based on established Technical Operations policies, procedures, and guidelines. Managerial duties affect employees in more than one organizational unit and include setting priorities, assigning tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking or recommending corrective/disciplinary action as appropriate. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and either reallocates resources among organizational units/programs or requests additional resources as needed. Applies an advanced knowledge of the technical aspects of the work directed and an advanced understanding of the objectives of the organizational unit. Performs engineering support work such as ILS shelter replacement, power and control repair and placement, road and site work, and emergency response that could be local, limited to one Service Area, or be nationally focused. Applies both engineering and management principles and practices while maintaining schedules of review and formulating policy and operating procedures.
