About This Position

This position is located in the U.S. Department of Transportation, Office of the Secretary, Office of Intelligence, Security, & Emergency Response. The division manages the duties of the National Transportation Response and Recovery Program which coordinates the Departmental preparedness, response, and recovery activities during all-hazards crises.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications: To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience with national response planning and coordination of emergency transportation services or other government emergency support functions at the local, State and Federal levels. Experience leading multiple groups performing disaster response and/or preparedness in an operational environment. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Oral Communication - Expresse information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Planning and Evaluating - Organize work, set priorities, and determine resource requirements; determine short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitor progress and evaluate outcomes. Problem Solving - Identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and to make recommendations. Major Duties

As a Supervisory Emergency Transportation Specialist, you will: Is responsible for coordinating, planning, preparedness, operations, exercises, training, and outreach activities related to disaster response and recovery. Create presentations and provides technical guidance on transportation emergency processes and procedures and serve as the Departmental representative on boards and committees as directed. Supervise numerous staff and other DOT collateral duty personnel.

Staff and is called upon to work operational shifts of the Emergency Support Function -Transportation (ESF-1) at the Federal Emergency Management Agency's (FEMA) National Response Coordination Center (NRCC) and DOT Transportation Operations Center (TOC). Receive classified materials from across the Government, reviews as appropriate for safety/security impacts and ensures proper handling, distribution, and storage of classified materials. The ideal candidate will have experience is both the National Response Framework and the National Disaster Recovery Framework.

Experience in managing and scheduling the activities of permanent response personnel and volunteer response personnel, working long hours in chaotic work environments.

DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace."
