Qualifications
Applicants must posses a Ph.D.
OR
Master's degree with relevant experience; or equivalent professional experience in a field related to the NSF position requirements. Qualifying disciplines include mathematics, statistics, computer science, data science, or closely related fields. Highly successful candidates demonstrate a strong work ethic, initiative, and excellent interpersonal, communication, analytical, and project management skills.
Additional position skills include: Demonstrated ability to apply statistical methods, mathematical modeling, and data interpretation techniques to analyze complex datasets and generate actionable insights that inform strategic decision making. Expertise in data analytics tools and programming languages, data visualization platforms, and database management systems. Strong ability to translate complex analytical findings into clear, concise recommendations for senior leadership, while independently identifying problems, developing data-driven solutions, and supporting mission-critical objectives.
Experience must demonstrate the ability to exercise independent judgment, influence strategic outcomes, and contribute to organizational leadership at a senior level. Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected.
Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits, and life insurance) are applicable.
You will need to successfully complete a background security investigation before you can be appointed to this position.
Major Duties
The Supervisory Data Analytics Officer serves as a senior analytics advisor to the Directorate/Office Head, Assistant Director, Deputy Directorate/Office Head, and/or other senior organizational leadership, providing policy, scientific, and administrative expertise in assessing and addressing major collaborative initiatives and issues involving the Foundation's support of research, engineering, STEM education, research infrastructure, innovation, and other priority areas. The incumbent is expected to represent their Directorate/Office in policies and coordination activities. The incumbent coordinates on budget, planning matters, special studies, and reports.
Major Duties and Responsibilities Serves as a senior analytics advisor to Directorate/Office leadership, delivering data-driven insights to shape scientific priorities, program strategy, and organizational decision-making. Leads the development and execution of enterprise data strategy, including governance, architecture, and analytics, to maximize the value of data assets and ensure compliance with federal data standards. Applies advanced analytics (e.g., AI/ML, statistical modeling) to evaluate program performance, identify trends, and inform strategic planning and resource allocation.
Provides authoritative analyses to support budget formulation, long-range planning, and effective management of merit review, award, and post-award processes. Represents the organization in internal and external forums, communicating analytical findings, advising on policy and program matters, and engaging with stakeholders across the scientific community. Leads cross-organizational initiatives, special studies, and program reviews; collaborates with senior leadership to align data, programmatic, and operational strategies.
Conditions of Employment
You must be a U.S. citizen. Selectee will be required to have a background investigation prior to onboarding. Selectee may be required to serve a 2-year trial period. Selectee may be required to serve a 1-year supervisory probationary period.

- Supervisory Leadership in Scientific or Grants Data Analytics Demonstrated experience leading and managing teams performing data analytics in support of scientific research, grants management, or federal program operations, including setting priorities, managing performance, and developing staff.
- Analytics Supporting Merit Review and Grants Decision-Making Proven ability to analyze and interpret complex datasets related to proposal review, funding decisions, or research portfolios, and translate findings into actionable insights for senior leadership.
- Advanced Analytics Applied to Research and Workforce Data Extensive experience using advanced analytics tools and methodologies (e.g., Python, R, SQL, Tableau, Power BI) to analyze scientific, engineering, or STEM workforce data, including predictive modeling or statistical analysis.
- Data Governance in a Federal Research Environment Experience implementing or overseeing data governance, quality assurance, and compliance practices for research, grants, or administrative data in alignment with federal policies (e.g., data integrity, privacy, and transparency requirements).
- Enterprise Data Strategy and Collaboration Demonstrated experience leading or contributing to enterprise-level data initiatives (e.g., data modernization, reporting platforms, or portfolio analysis tools) and collaborating across multiple organizations to deliver data-driven solutions that support strategic priorities.
