About This Position

This position is located in in any Headquarters branch including ATF National Academy, the National Center for Explosives Training and Research (NCTER), Explosives Research and Development Branch (ERDB),in Huntsville, AL. The position has two principal purposes: 1) Manages specific branch responsibilities for criminal investigations, law enforcement programs/operations encompassing the overall law enforcement mission assigned to the organization.

Qualifications

Minimum Qualifications To qualify for this position at the GS-14 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-13) by the closing date of this announcement. Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

Specialized experience must include all of: Possess technical knowledge and demonstrate working experience handling explosives to work collaboratively with our partners; AND Must be able to perform full characterization of explosives and other energetic materials from commercial manufacturers, explosives for the military, or clandestine operations; AND Serves as a stakeholder and a technical authority in the research, development, testing, and evaluation of explosives related subjects; and relative to RTD&E of criminal misuse of explosives and regulatory compliance enforcement. CES preferred but not required.

Major Duties

The major duties of the Supervisory Criminal Investigator (Branch Chief), position include, but are not limited to, the following: Develops and establishes policy concerning the overall program objectives, goals, resource requirements and milestones for NIBIN Program. Provides advice to and coordinates with Federal, State, local, and foreign law enforcement agencies regarding the benefits of the NIBIN program to all law enforcement and forensic organizations. Assures implementation, by subordinate organizational units, of the goals and objectives for the assigned programs.

Directing the accomplishment of work through investigative, instructional, technical, and administrative staff. Exercises delegated managerial authority to set a series of annual or multiyear long-range work plans and schedules for investigative or administrative work.

Conditions of Employment
