Qualifications

Specialized Experience GS-15: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) analyzing, planning, scheduling , and coordinating all phases of budgeting needed to formulate and execute the budget for multi-year substantive programs that may impact Federal agencies, State and local government and/or major private industrial firms (2) recommending and/or developing policies and procedures that support the budget execution process AND (3) providing authoritative analysis, advice, and assistance on complex budget issues of national scope.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

Major Duties
Duties included at the full performance level GS-15 but not limited to: Analyze, plan, schedule, and coordinate all phases of budgeting needed to formulate and execute the budgets for multi-year substantive programs having impact on the budgets and programs of such entities as other Federal agencies, State and local governments, and/or major private industrial firms. Develop and direct the budget operation for the organization with multiple major subordinate components. Develop policies and procedures that support the budget execution process.
Formulates and develops strategies for presenting program budgets and underlying cost information to OMB and Congress. Coordinates the compilation of budget estimates and program requirements into a financial review and analysis process for senior management officials. Receive requests for major reprogramming and makes recommendations as to whether the proposal should be accepted or rejected.
Provides authoritative analysis, advice, and assistance on complex budget issues of national scope. Works with components to identify, define and justify spending and needs. Manages the execution of the operating budget, including the establishment of necessary controls, and approves, from a budgetary standpoint, expenditures for individual items of personal service, travel, printing, supplies, and the entire array of objects of expenditures.
Reviews the operating policies and procedures for selected areas of expense to ensure that sound business decisions support the organization's spending practices and infrastructure funding. Directs annual in-depth baseline reviews of each fund to ensure expenditures are consistent with the budget, program, and planning processes. Oversee a staff responsible for performing financial analysis of organizational programs to determine the impact of new or revised policies, procedures, programs and legislation on programs and the budget.
Monitor the implementation and review of management planning and analysis functions including reviews of specific agency business functions, management or programmatic structures. Provide guidance and oversight for management planning and analysis activities that are directed by staff members to ensure that management review and studies are carried out correctly and with appropriate rigor. Evaluate the outcome of studies, reports, and analysis to determine the effect on the structure of programs nationwide and on future budget allocations.
Provide administrative and technical supervision necessary for accomplishing the work of the Execution unit. Establish guidelines and performance expectations for staff members. Provide informal feedback and periodically evaluate employee performance.
Develop work improvement plans. Effect disciplinary measures as appropriate to the authority delegated in this area. Resolve informal complaints and grievances. Assure that subordinates are trained and fully comply with the provisions of the safety regulations.
