About This Position

This position serves as a District Manager (DM) within the Air Traffic Organization (ATO), Technical Operations, Boston District, AJW-EP.

Qualifications

Major Duties

Directs a highly technical and diverse workforce in ensuring the effective maintenance and repair of National Airspace System (NAS) equipment and facilities. Incumbent will have day-to-day direction over 3-5 subordinate managers as well as functionally integrated teams of operational and support personnel. Interfaces with management across multiple organizational units and integrates projects/programs across multiple service units.

Provides coaching, mentoring, and development of staff and organizational capabilities and is responsible for team building throughout the facilities in the District. Sets priorities, assigns tasks and responsibilities, and monitors and evaluates performance of organizational units within the District. Approves leave; and takes or approves corrective/ disciplinary actions as appropriate.

Reports to the Deputy Director of Technical Operations, in support of the Director, to establish, monitor, and sustain Technical Operations initiatives and activities that cross service units within the Air Traffic Organization and the FAA lines of business. Develops new methodologies and techniques to solve organizational challenges and procedures. Conceives, plans, and conducts studies involving complex operational issues and that support the overall Technical Operations business plan activities under the core business measure of ensuring safety and security of the NAS.

Incumbent leads the implementation of Strategic Plan evolution within the District. Provides senior level policy guidance, direction and interpretation of technical operations related areas of NAS programs. Provides expert collaborative analysis of technical information submitted for review of complex and challenging projects and programs that cross technical and operational disciplines and organizational lines of business impacting multiple internal and external organizations.

Identifies, assesses, and analyzes significant issues, opportunities, and trends that require senior leadership attention. Serves as the internal and external point of contact for information, and concerns that impact large segments of Technical Operations, ATO, and the FAA. Manages information appropriately to ensure concerns are addressed and issues are resolved.

Predicts potential issues and proposes recommendations for preventative action. Ensures consistent responses from the operations functions to internal and external organizations. Responsible for the efficient management of an annual budget and for performing system analysis and field support for multiple subordinate operations.

Reallocates or acquires additional resources as necessary within and across organization/programs in order to execute goals and accomplish Technical OperationsΒΏ mission objectives. Continually reviews, refines and recommends major improvements to operational projects and programs to make sure that they are aligned with long term and short term ATO and FAA goals, objectives and plans. Responsible to ensure successful integration and modernization of the NAS.

Participates in planning efforts that cross organizational lines within the Air Traffic Organization. Applies knowledge of the Vice President's and Director's broad goals and objectives and those of the ATO and corporate FAA to identify, define and organize work for multiple work activities. Maintains contacts both internal and external to the District, including senior management, union representatives, service center, personnel, members of the state, local and federal government, foreign government aviation official, general public, ATO service Units, FAA lines of business, representatives of the aviation industry and military, to facilitate resolution of air traffic operational and technical program issues.

Frequently represents the FAA on interagency/industry committees and national and international groups that develop, monitor and evaluate District programs and operations.
