Supervisory Airway Transportation Systems Specialist
About This Position
Serves as a Supervisory Airway Transportation Systems Specialist, with full management responsibility for one of three sub-teams within an Operational Control Center under the National Operations Group, NAS Security and Enterprise Operations.
Qualifications
There is no timeframe requirement at the Level IV/FV-I to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems.
Generally, experience at the next lower level Pay Band I/ Level IV or GS/GS-13 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below. Specialized Experience is: Experience with providing services to air traffic customers over a large geographic area, and collaborating with multiple organizations to minimize disruption of services to the flying public. Qualifications must be met by the closing date of this vacancy announcement.

Major Duties
Manages a team that provides 24/7 operational support with rotating shifts. Has full responsibility for overall administrative, technical, and operational direction of the assigned workforce consisting of ATSSs and support staff involved in providing critical National Airspace System (NAS) services to enroute and terminal air traffic control, commercial airlines, general aviation aircraft, in support of both U.S. and international air traffic. Monitors and controls NAS performance and maintenance for approximately one third of the United States.
Assists in coordinating system performance with internal and external users to maximize airspace efficiency. Provides day-to-day tactical management of infrastructure services, remote management of NAS services/systems, and restoration and coordination activities to maintain critical NAS operations. Provides timely upward reporting of NAS events and quickly assesses and acts to restore services with minimal impact to the NAS.
Establishes priorities for restoration of services, systems, and equipment and collaborates to provide real-time status of scheduled and unscheduled interruptions to facilitate continued safe and efficient air traffic control operations and mitigate impact to NAS users and the flying public. Coordinates with various internal/external entities on various complex and critical aviation technical issues to mitigate activities from disrupting air traffic operations. Directs and assigns the work of subordinate employees.
Sets priorities and deadlines; assigns tasks and responsibilities; plans deadlines; sets standards of acceptable work; establishes work schedules and approves leave while ensuring adequate shift coverage for the accomplishment of work assigned to effectively manage NAS operations. Applies an advanced knowledge of the technical aspects of the work directed, detailed knowledge of the applicable Collective Bargaining Unit agreement(s), other administrative policies and procedures, and an understanding of the objectives of the organization when communicating plans and strategies. Monitors and evaluates performance, coaches and develops employees, identifies needed development and training, and delivers corrective/disciplinary actions as appropriate.
Provides advice, counsel, and instruction to employees for both technical and administrative matters. Examines and resolves complaints and grievances from employees. Work is governed by established policies, procedures, and organizational objectives that frequently leave room for discretion.
The Supervisor resolves problems without the intervention of higher-level management and coordinates resolution of unique problems with management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Creates and maintains a supportive work environment that promotes collaboration and open communication between employees and management.
Guides staff members in accomplishing desired goals within a complex and changing environment. Individual and organizational performance is reviewed periodically by higher-level management, usually through status reports and organizational performance measures. The Supervisor has discretion to ensure the alignment of projects/programs with the tactical objectives of the major subdivision.
Work activities impact directly on project/program objectives for more than one organizational unit. The duties have a direct impact on the NAS.
