Qualifications
Minimum Qualification Requirements You may meet the minimum qualifications for the GS-15, if you possess the below specialize experience, education or combination of the two. Specialized Experience for the GS-15 One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience providing advice in specialized areas of accounting, developing policies and financial management program goals, determining accounting data requirements, and developing procedural manuals, methods, and directives.
- Experience providing advice to financial and program managers and other accountants on unusual and difficult accounting systems/internal controls and/or operations problems.
- Experience conducting financial analyses, audits, and investigations; reviewing and validating financial data; resolving accounting discrepancies. AND EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). - Knowledge in professional accounting and in appropriation law, accounting theories, principles, practices, techniques, and accounting systems.
- Ability in reviewing legislation and regulations and develop policy and guidelines for program users.
- Knowledge of accounting internal control programs to identify problem areas and develop solutions to improve operating program effectiveness.
- Knowledge of financial management, fiscal and accounting theories, concepts, principles, and procedures, and generally accepted accounting principles and standards in the United States.
- Ability to develop guidance, memoranda, procedures and instructions that cover the full spectrum of accounting and financial management issues.
Major Duties

As a Supervisory Accountant (Systems), GS-0510-15, you will be responsible for: β’ Serving as advisor to senior staff on alternative means of meeting financial andaccounting requirements. β’ Providing advice on mission critical issues and initiatives, such as the implications to FSA of new Federal financial management system laws and regulations. β’ Managing FSA's efforts to comply with OMB Circular A-123 by developing and mainitaining an internal control framework for the organization. β’ Providing strategic planning for FMD by understanding the working FMD/CFO environment, including system processes, system stakeholders, goals and objectives for FSA. β’ Setting the branch's long-range objectives and ensures the team's work is designed too achieve FSA's strategic goals, strategies, and plans.

Education
This position has a positive education requirement. Accounting GS-0510 Education cannot be substituted for experience for this position and grade level. Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. How You Will Be Evaluated
