About This Position

The Office of Legislative Affairs (OLA) serves as the principal interface between the Office of the Director of National Intelligence and the United States Congress. OLA ensures timely, accurate, and coordinated congressional engagement in accordance with Section 502 of the National Security Act of 1947 (50 U.S.C. ยง 3092), which requires that the congressional intelligence committees be kept fully and currently informed of U.S. intelligence activities.

Major Duties

Major Duties and Responsibilities: Oversees, administers, coordinates, integrates, and evaluates the efforts of administrative operational areas to identify specific requirements and to plan and schedule for actions needed to meet those requirements; Conducts a wide range of complex administrative functions to support senior leadership and management officials within the ODNI; Advises senior leadership on administrative matters relating to the accomplishment, coordination, integration, and synchronization of a variety of substantive staff actions, events, and other related assignments; Provides information on continuing, current, and proposed actions, programs, and plans; Integrates organizational actions, events, and activities to facilitate effective management of subordinate elements; Initiates and ensures effective communication, coordination and follow-up actions with subordinate elements; Provides technical advice to the staff on administrative issues at all levels of the ODNI; Ensures internal procedures are current and do not conflict with other established regulations; Keeps abreast of new policies, procedures, regulations, directives and develops, recommends and issues adequate instructions to subordinate elements for proper implementation; Coordinates, monitors, and evaluates activities concerning administrative issues; Participates in and leads administrative working groups to plan and develop internal strategies to address administrative issues and concerns Interacts and collaborates with a variety of personnel to make decisions on administrative issues; Initiates and ensures effective communication, coordination and follow-up actions with subordinate elements; Receives and reviews all incoming correspondence documents and taskings directed to the office; Orders and/or approves purchase of required material or services and maintains positive control of accountable items; Maintains calendars and schedules; Receives and screens routine telephone calls and greets visitors; Makes travel arrangements, such as scheduling transportation, making hotel reservations, and preparing travel orders and vouchers based on general travel intentions, known preferences of the traveler, and in accordance with appropriate travel regulations; Serves as a liaison between the organization executive manager and their subordinate managers to coordinate special projects and tasks; Relays directions and tasking, and coordinates replies and responses; Collaborates with action officers to maintain status, to assure timely completion of tasks, and to identify any follow up actions; Conducts research and analysis of basic administrative issues and provides information and material to support recommendations needed for decision-making and passes on to senior management; Prepares situation reports to summarize conclusions for management review; Coordinates correspondence, memos, information papers, and desk notes as needed to support the division or office; and provides quality control for all materials; Analyzes customer requirements and future needs to determine solutions based on detailed understanding of organizational processes and customer needs, routes customer to the appropriate point of contact; Attends senior level meetings to provide status reports concerning budget needs for successful facilities maintenance and administration; May request supplies, equipment, and services for the office; maintains and monitors expenditures for all supplies, equipment, and impress funds; May support admissions and/or registrar requirements; Performs other duties, as assigned.

Conditions of Employment

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position.

The program does not apply to members of the Military service or contractors. Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one.
