Social Worker - Program Coordinator Women's Health
About This Position
Women Veterans' Health Care addresses the health care needs of Women Veterans and works to ensure that timely, equitable, high-quality, comprehensive health care services are provided in a sensitive and safe environment at VA health facilities nationwide.
This position is located under the Chief of Staff and is responsible for administering, monitoring, and evaluating the Women Veterans Health Program (WVHP) for the Salisbury VA Health Care System.
Qualifications
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator), GS-12 Experience and Education. One year of experience equivalent to the GS-11 grade level.
Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification.
Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities.
In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Creditable Experience.
The candidate must have knowledge of current professional social work practices. To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional social work practice. The experience or education must be post-Masters of Social Work (MSW) degree.
Experience and education satisfying this requirement must be active professional practice, which is paid/non-paid employment as a professional social worker, as defined by the appropriate state licensing board. Quality of Experience. Experience is only creditable if it is obtained following graduation with a master's degree in social work and if it includes work as a professional social worker directly related to the position to be filled.
Qualifying experience must also be at a level comparable to social work experience at the next lower level. Failure to Obtain License or Certification. In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment.
Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS-0185 social worker series and may result in termination of employment. Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment.

Conducts outreach activity at the local level to increase awareness of Women Veterans' health services offered in Veterans Health Administration. Meets regularly with his/her immediate supervisor to discuss and update current information related to the local and national Women Veterans Health Program.
Knowledgeable of the Veterans Health Administration (VHA) and Veterans Integrated Network System (VISN) strategic goals related to the health of Women Veterans. Collaborates with the Women Veterans Strategic Health Care Group, VISN Lead Women Veterans Program Manager (WVPM), and VAMC leadership in creating and executing the mission, vision, and priorities of health care to Women Veterans as a population. Serves as subject matter expert regarding communication of health care trends and issues involving Women Veterans' health at the facility level.
Encourages and participates in work groups to validate and improve health. Administers information and analytical systems to evaluate and enhance the quality of service provided to Women, families, and Veterans. Develops and implements information systems, including clinical guidelines and protocols, to track and establish service activities including visits, referrals, demographics, equipment utilization, and Veteran satisfaction.

Performs work related to the review, monitoring, analysis, planning, and assessment of various programs. Develops policies and procedures for program operation in the area of specialty and assists the Chief of Staff or designee with reports and statistics for the facility, VISN, and national use.
Also responsible for the program's budget and various control points assigned to the program within the assigned areas. Performs other related duties as assigned. Participates in direct Women and Veteran contacts to identify, assess, and develop directed clinical treatment interventions.
Advises, consults, and collaborates with interdisciplinary teams throughout the medical center on Women's issues. Creates educational tools, develops programs, and implements training focused on specific Women's needs/issues in collaboration with the Chief of Staff. Provides education and in-service training to VAMC employees, Veterans, families, and Women.
Provides ongoing consultation and support to colleagues regarding Women's support. Develops and facilitates Women's support groups (face-to-face or virtual) and educational programs. Distributes educational materials provided by VA, local, state, and national Women's organizations.
Provides referral to VA medical and mental health treatment and to other VA services including VA benefits, as well as community-based social services and other non-VA entitlement programs. If appropriate, provides referrals or consultations, or in some cases direct admission of a Veteran to other VA programs such as Hospice, Home-Based Primary Care, Telehealth, Community Nursing Home Program, Mental Health, etc. Maintains a knowledge base of current theory and treatment modalities by reading professional journals, attending conferences, clinic seminars and teleconferences, and materials distributed through VA and private sector sources.
Serves as a liaison between the VA and community agencies. Participates in Women's support activities in the local community and state. Participates on state and local Women's support committees. Works with the Public Affairs department to develop content for electronic social networks such as Facebook, Twitter, secure email, and YouTube in accordance with VA policy.
Collaborates with the GPM to develop a data monitoring system to measure the efficacy of the program. Collects, analyzes, and reports program data to local management. Evaluates program progress and outcomes and uses data to continuously modify and improve the program and processes.
