Social Worker (Program Coordinator)
About This Position
The incumbent serves as an administrative program coordinator at the Minneapolis Veterans Affairs Health Care System (MVAHCS) Rehabilitation and Extended Care Integrated Clinical Community (REC ICC). The incumbent serves as the coordinator for all administrative aspects of the REC ICC and is responsible for administrative oversight of budget, financial Human Resource management, clinical (both inpatient and outpatient) operations, and other general administrative duties as assigned.
Qualifications
Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must possess a Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Licensure: Must be licensed or certified by a state to independently practice social work at the master's degree level.
English Language Proficiency: Candidates must be proficient in written and spoken English to be appointed. Grade Determinations: Social Worker (Program Coordinator), GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities:
In addition to the experience above, candidates must demonstrate all of the following KSAs (Note: a separate document with written demonstration of KSAs must be included with application, see required documents section): (a) Skill in coordinating and implementing one or more specialty program(s), across the facility. (b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. (c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU Major duties include, but are not limited to: Administrative Management: The incumbent must have knowledge of computers, printers, VistA, transmission and the planning of additional hardware and software. Duties also include involvement in planning Automated Data Processing (ADP) functions and telephone needs within the REC ICC. Incumbent must have knowledge in and be able to assume the responsibility for formulating and administrating policies and developing or coordinating directive material implementing these policies.
The incumbent will provide support across REC programs as needed and assigned. Knowledge required of orienting/training new professional staff members to the REC ICC and to VA procedures and policies. Incumbent must be knowledgeable regarding policy and procedural interpretations of guidelines.
The incumbent is responsible for developing short and long-range plans, conducting systematic reviews, and assuring documentation and reporting of REC ICC transactions, activities, workload, etc. The incumbent has knowledge of the policies and procedures governing these sections and programs and is responsible for reviewing new or proposed regulations for impact on the programs before implementation. Quality Management/Performance Improvement: The incumbent is responsible for assuring the quality review of records and coordinates these activities with the Performance Improvement (PI) External Peer Review Program (ERPP) department.
Actively promotes PI and EPRP in the inpatient and outpatient setting. Ensures through monitoring, evaluation, and appropriate assignment of reviews that quality and appropriate patient care is provided throughout the service. The incumbent devises and continually evaluates and modifies a program to assure that the requirements of both the Joint Commission on Accreditation of Healthcare Organizations and other accrediting bodies affecting the REC ICC are well-known to the staff, that adequate plans, records, and control are established to fulfill continuously those requirements, and that Joint Commission standards which do not depend on medical decisions are met.
Incumbent maintains current requirements for accreditation, assembles data for surveys, coordinates activities, prepares reports, and monitors progress on recommendations. Budgeting/Financial Management Work: The incumbent is a Control Point Official for all REC ICC control points and is responsible for implementing and maintaining several contractual agreements that provide service to our veterans and service. The incumbent is responsible for authorizing all expenditures annually.
Incumbent serves as the point of contact for these arrangements and resolution of problems that may arise in carrying out these contracts. Incumbent is the certifying official for invoices presented by vendors. The incumbent establishes and maintains cost accounting and budgetary requirements for the service and special programs within REC ICC.
This responsibility requires perception of immediate and long-range requirements of the REC ICC, including the needs of the present staff as well as those who are to join the staff in terms of supplies, equipment, and personnel. Personnel Management: Directs the personnel management program for the REC ICC, performing or overseeing full range of human resources requirements in partnership with REC ICC leadership and REC ICC supervisors. Performs the full range of personnel management and administration and acts as a liaison with the REC ICC and Human Resource Management Service concerning personnel-related matters.
Provides advice and assistance to staff concerning Federal and agency personnel processes and procedures. The incumbent participates in the interviewing, selection of employees for assignments, and making recommendations for promotion of organizational chart positions as needed. Space and Supply Management: The incumbent is responsible for reconciliation and administering of the Consolidated Memorandum Receipt (CMR) account for the REC ICC and for prompt reporting of excess equipment to Acquisition and Materiel Management Service.
The incumbent is responsible for providing assistance for the procurement and maintenance of equipment and facilities. Incumbent must secure proper justification when submitting supply requisitions and is responsible for a system of documentation and control over signature authority for procurement and receipt of supplies and services. Incumbent is responsible for developing a program of equipment purchases with the goal of replacing equipment in a scheduled manner.
