About This Position

The Senate Sergeant at Arms is seeking a Senior Program Manager (Change Management).

Qualifications

Required Special Skills/ Knowledge As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role.

Excellent communication, presentation, and facilitation skills. Strong interpersonal skills with the ability to influence and engage stakeholders at all levels. Must bring a blend of specialized experience, innate strengths, and formal knowledge to successfully lead enterprise-wide transformation initiatives.

Ability to apply structured change management methodologies. Emotional intelligence, strategic thinking, and the ability to influence without authority. Desired Qualifications Demonstrated experience leading organizational change management efforts fortechnology initiatives, including developing and executing change strategies,communications, and adoption plans.

Strong understanding of change management frameworks (e.g., Prosci, ADKAR) and experience applying structured methodologies to drive adoption. Experience working in the Senate and/or a legislative or highly decentralized organizational environment. Proven ability to engage and influence stakeholders at all levels, including senior leadership and external partners.

Exceptional communication skills, with the ability to translate complex technical concepts into clear, actionable messaging for diverse audiences. Experience developing and delivering communication plans, training materials, and user-facing documentation to support technology adoption. Ability to assess change impacts, identify risks, and implement mitigation strategies in complex environments.

Demonstrated ability to lead cross-functional initiatives and coordinate across multiple teams and priorities. Strong analytical skills, including the ability to gather feedback, interpret data, and measure adoption and customer experience outcomes. Experience establishing best practices and continuously improving processes related to change management, communications, and user engagement.

Certification in change management (e.g., Prosci) or project/program management (e.g., PMP) preferred. Working Conditions This position directly supports essential services of the U.S. Senate. As such, this position requires the employee be available and prepared to work during a lapse, in inclement weather, on holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption.

In the context of government furloughs, this position is considered excepted. The person in this position must be able to remain in a stationary position 50% of the time. The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

The person in this position must constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. The person in this position must be able to exchange and communicate accurate information.

Major Duties

Develops and implements an integrated change management strategy and plan, validates progress and recommends modifications. Develops indicators and institutes measurement and reporting plans to allow for assessment of change management throughout the lifecycle of the project. Serves as a change liaison for key stakeholders to assist with championing and facilitating change, supporting and coaching other stakeholders to drive the required change.

Develops and leads a comprehensive communication plan for the project to engage stakeholders at all levels of the organization. Assesses and validates the scope and impact of required changes associated with the project. Other duties, as assigned.

Bachelor’s Degree.
