About This Position
This position is located in Region IV - Division of Radiological Safety and Security. The supervisor is Jesse Rollins. This position is subject to Confidential Financial Disclosure reporting requirements. This position is subject to security ownership restriction reporting requirements.
Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: knowledge of physical protection systems, processes, techniques, equipment, hand held weapons, explosive devices, and procedures. Such experience should have provided you with the full range of knowledge, skills and abilities addressed in the rating factor questions that are associated with this vacancy announcement.
The ideal candidate will be able to demonstrate the following: Knowledge of physical protection systems, processes, techniques, equipment, hand held weapons, explosive devices, and procedures. Ability to perform field and program assessments of plant security systems/processes to evaluate their effectiveness and to identify potential vulnerabilities in protecting against the design basis threat Ability to perform a wide range of regional office regulatory-related functions, such as plant performance assessment, enforcement, allegation review, etc., while applying an understanding of nuclear power plant significance or risk. Safety and risk significance of the underlying issues and depth/complexity of the application of the regulatory function are of particular emphasis Ability to communicate in oral and written communications.
Emphasis is placed upon specific examples that highlight the importance, level of challenge, and extent of interest in the communication including external parties, ability to work within a team including encouraging/gaining consensus on technically complex issues in a diplomatic manner, ability to provide effective .formal briefs and presentations, and experience with a wide range of audiences such as peers, management, outside organizations, public officials, and the public itself on high profile issues. Ability to work independently and with self-initiative in providing 1) leadership for others (guidance to ensure appropriate focus/scope of activities, guidance in the correct resolution of difficult or complex problems, or coordination of complex projects); 2) contributing to the professional development of others; AND 3) compelling process and organizational effectiveness improvement in one's own organization. Emphasis is placed on specific examples that demonstrate the level of challenge and complexity, the resulting value added/outcomes, and the applicant's own personal contribution to these efforts.

Major Duties
The successful candidate will perform the full range of Senior Physical Security Inspector duties. Specific duties include, but are not limited to: Leads, plans, and conducts inspections associated with physical security of light-water reactors (in accordance with the NRC inspection manual) to ascertain whether the facility is being operated safely and whether regulatory requirements are being satisfied. Performs routine and more complex or exceptionally difficult physical security inspections, including those related to allegations.
Advises regional management, and headquarters physical security staff and management on complex physical security issues related to the safeguarding of light-water reactors. Resolves complex inspection issues within the regulatory framework. The candidate must have extensive experience identifying and resolving issues and assisting others resolving issues typical of findings from NRC security inspections, especially with respect to the enforcement and significance determination processes.
Communicates complex inspection issues to higher level officials. Participates in emergency response to plant events and participates in and leads reactive team inspections (e.g. special inspection teams). Participates in NRC communication/out-reach initiatives involving licensees, the public, and Federal, State, and local officials.
Provides leadership in assigned program areas, ensuring program needs are met, branch participation in decisions, and appropriate information is disseminated. Actively pursues interactions and maintains professional contacts with Agency counterparts in areas of responsibility and leads/participates in related assessment, regulatory, and improvement initiatives. Facilitates knowledge management by acquiring/maintaining areas of technical expertise and mentoring/training other staff.
The selectee will be expected to expeditiously qualify to NRC Inspection Manual Chapter (IMC) 1245, Appendix C-4, and C13, if not already qualified.
