About This Position

Qualifications

Required Work Experience At least eight years of experience in systems support, systems development or applications development, with at least 4 years of experience in a leadership role within an IT environment, demonstrating proficiency in managing, supervising, and developing professional and technical teams. Strong leadership skills to guide and develop diverse IT teams, fostering a culture of innovation and continuous improvement.

Excellent communication skills for effective collaboration across teams and with stakeholders, ensuring alignment with organizational objectives. Fundamental understanding of project management principles to oversee IT projects from conception to completion. A solid technical foundation in IT principles, with the ability to oversee a variety of IT functions and adapt to new technologies.

Ability to contribute to and execute strategic IT plans that support the organization’s goals and adapt to changing business needs. Commitment to staying informed about the latest IT trends and best practices, with a willingness to pursue relevant professional development opportunities. Desired Qualifications Eight (8) to ten (10) years of experience managing large enterprise financial systems; experience with PeopleSoft HCM and PeopleSoft FSCM is highly desired.

Experience overseeing enterprise HR technology platforms, including Cornerstone or similar talent management systems, is preferred. Experience overseeing system lifecycles, upgrades, and vendor-supported operations for enterprise platforms. Five (5) years of experience serving as a Contracting Officer’s Representative (COR), managing vendor teams of five (5) or more personnel.

Federal government experience is preferred. Accounting or financial systems knowledge is preferred. Working Conditions Sedentary. The U.S. Senate network cannot be taken offline for maintenance during the workday, or while the Senate is in session.

As such, maintenance windows may only occur at night, on weekends, and occasionally on holidays. Employees who perform systems upgrades, maintenance, wiring, backups, support our alternate data centers will have schedules that include working nights, weekends, and holidays. To meet the needs of the U.S.

Senate, the person in this position will be required to work extended hours, outside normal business hours, which includes but may not be limited to holidays and weekends, as necessary. To meet the needs of the U.S. Senate, the person in this position will be required to be on call, or report on-site on a rotation, within 24 hours.

Security Clearance This position requires that the applicant obtain and maintain a Secret U.S. Government security clearance.

Major Duties

Develops and implements IT strategies aligned with organizational goals, ensuring effective execution across specialized IT domains. Leads diverse IT teams, fostering professional growth, collaboration, and excellence in specialized areas such as UX, product development, software development, business partners, quality assurance, COTS development, and vendor management. Champions the evaluation and adoption of emerging technologies and best practices to drive innovation and improve service delivery and product development.

Builds and maintains strong relationships with business partners, customers, and vendors, ensuring IT strategies and projects align with stakeholder needs and expectations. Oversees the operational aspects of the IT department, ensuring efficient resource allocation, process optimization, and delivery of high-quality IT services and products. Manages budgeting, financial forecasting, and resource allocation to ensure projects are delivered within budget and contribute to the financial objectives of the organization.
